Draft RFQ - Attachment 5 - BPA Task Order SOW Draft RFQ - Attachment 4 - BPA Task Order Labor Mix Table Draft RFQ - Attachment 3 - BPA Labor Mix Table Draft RFQ - Attachment 2 - Teaming Agreements Draft RFQ - Attachment 1 - Past Performance Draft RFQ SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotation (RFQ) or Proposal (RFP). A formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. DHS intends to issue a final RFQ under GSA Schedule 70 SIN 132 51, Information Technology Professional Services, during FY19 Q1-Q2 to establish a single-award BPA which will encompass the requirements identified in this RFI and the attached draft RFQ. Industry feedback is encouraged following the instructions within this RFI. I. REQUEST FOR INFORMATION DHS requests the following information to determine potential sources: 1. Based on the documentation provided, what additional details/information would be helpful for vendors to respond to an RFQ? 2. The Government is anticipating a hybrid type BPA, i.e. both firm fixed price and labor hour type task orders will be issued under the impending BPA. Does the current BPA SOW provide sufficient information for vendors to propose for these type tasking(s)? 3. Do the labor category descriptions herein provide sufficient information for vendors to match to their GSA schedules? 4. Are the labor categories adequately described and do they provide sufficient detail with respect to years of experience to enable you to staff this appropriately? 5. The government has provided an evaluation approach and factors for your consideration. How would you propose the government conduct its evaluation? Should we use oral presentations, traditional paper quotations, or a mix of both? We would like to hear your feedback on all aspects of the proposed process. 6. Would you submit a quote in response to this solicitation? If not, why not? Important Note: DHS is not requesting vendors to provide a price or technical quote in response to the draft RFQ attached to this RFI. The draft RFQ is attached for vendors to provide information regarding items 1 through 4 above, in this section. II. RESPONSE INSTRUCTION Vendor responses to the questions above shall be delivered via e-mail to Ronald Jean-Baptiste (Ronald.Jean-Baptiste@hq.dhs.gov) and Nikolai Matoka (Nikolai.Matoka@hq.dhs.gov). The due date of submissions is 10:00 AM Eastern Time (ET) on Friday, November 16, 2018. Within the same due date, vendors are encouraged to provide questions to the Government regarding the requirements/attachments. Responses to questions will be posted for all to see as a modification to this FBO.gov post. Vendor names will not be identified in the modification if they ask questions. The Government may also answer questions provided in writing during the Pre-Solicitation Conference outlined in Section III of this RFI. NOTE: This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry, and all interested parties are encouraged to respond. This request is for information purposes only and shall not be considered as a request for proposal or as an obligation. This is not a solicitation; no award will be made as a result of this request. The government will not pay for information and materials received in response to this synopsis. Responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. All responses become the property of the Government and will not be returned to the submitter. III. PRE-SOLICITATION CONFERENCE A pre-solicitation conference for all interested vendors will be held from 9:30 AM to 12:00 PM on November 20, 2018 at a location to be determined in Washington DC and also on a teleconference line. Remarks and explanations made at this conference shall not qualify as the terms and conditions of any future posted RFQ. DHS does not anticipate one-on-one sessions with any interested vendors. Attendance at the Pre-Solicitation Conference is voluntary. Potential attendees shall contact Ronald Jean-Baptiste (Ronald.Jean-Baptiste@hq.dhs.gov) and Nikolai Matoka (Nikolai.Matoka@hq.dhs.gov) via e-mail no later than 10:00 AM ET on November 16, 2018, with the name(s) of the contractor's representative(s) who will attend the conference and whether if they will attend in person or by teleconference. Participants will receive a conference agenda, the teleconference number, and the conference location via e-mail. All participants in person must have a valid U.S. Government issued photo identification to receive access to the in-person conference. Due to limited seating, contractors shall limit the number of in-person attendees to no more than three representatives.
