Description
Draft Statement of Work (SOW) The purpose of this Sources Sought Notice is to identify capable sources for the requirements outlined in the description below and the attached Statement of Work (SOW). This notice does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. No solicitation is available at this time. Requests for a solicitation will not receive a response. All information submitted in response to this notice is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any costs incurred in developing information provided to the Government. This Sources Sought Notice is issued solely for informational and planning purposes. 1. Description of Desired Capabilities The NASA Shared Services Center (NSSC) at Stennis Space Center anticipates a future requirement for an Agency-wide vehicle to procure real-time and archive satellite data, software license and updates for McIDAS software. McIDAS is a suite of sophisticated software packages for use with geophysical data, such as satellite and radar imagery, in-situ observational reports, and gridded numerical forecasts. McIDAS (Man computer Interactive Data Access System) and satellite data access (real-time and archive) are needed to support many atmospheric science projects, programs, and field campaigns in particular Clouds and the Earth’s Radiant Energy System (CERES), Department of Energy Atmospheric Radiation Measurement (DOE ARM), National Oceanic and Atmospheric Administration (NOAA) convective weather, Federal Aviation Administration (FAA) Icing, and NASA Airborne Flight Missions (ATom, High Ice Water Content (HIWC), North Atlantic Aerosols and Marine Ecosystems Study (NAAMES), ObseRvations of Aerosols above Clouds and their IntEractionS (ORACLES), and many others). McIDAS provides a critical framework to allow real-time data acquisition and processing of satellite imager data from GOES-East, GOES-West, Himawari, Meteosat-9, and Metesat-7 operational GEO satellites to generate global cloud and radiative products used for NASA programs and projects. McIDAS software and its real-time satellite data server access critical underlying components that are used to feed processed satellite data and products to NASA Mission Tool Suite (MTS) to provide now casting, aircraft guidance, and mission planning to support NASA airborne field missions. 2. Comprehensive Requirements - Annual McIDAS Users’s Group (MUG) membership and multiple user site license and support for McIDAS-X Software. - Real-time data access to unlimited conventional and all geostationary meteorological satellite imager data using McIDAS Abstract Data Distribution Environment (ADDE) data services protocol - Unlimited data Archive access to 1.4 Petabyte of satellite data from 1980-present via McIDAS ADDE protocol 3. Submission Instructions Responses to this sources sought notice must be submitted in writing. Oral communications are not acceptable in response to this notice. Proprietary information should be marked accordingly. The response must be received by 15 November 2018, 1200 hours, Central Standard Time. Submissions shall be addressed to the contracting office and personnel outlined below. The Statement of Capabilities (SOC) must provide the following information as a part of its cover sheet: (a) Company name and address; (b) Business size and type (c) Point of Contact; (d) Phone/E-mail; (e) NAICS Codes; (f) Information regarding company's capabilities The Government is primarily interested in identifying qualified sources capable of meeting the technical and programmatic requirements outlined in the draft SOW. Responses are limited to ten (10) single-sided 8.5" x 11" pages with 1" margins, and 12-point font (Arial or Times New Roman). Responses from small businesses and small, disadvantaged business firms are highly encouraged. A responding firm should indicate if it is a small business, a HUBZone small business, a service-disabled veteran-owned small business, a woman-owned small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution. The applicable North American Industry Classification System (NAICS) code 541511 – Custom Computer Programming Services, has been selected for this requirement. The small business size standard is 25M. Submit the SOC electronically to the Contract Specialist, Mr. Joseph R.
