This acquisition is being offered as an acquisition awards set aside for small business concerns. This contract will support work assigned to the U.S. Army Corps of Engineers (USACE) for the 88th Readiness Division. The proposed Multiple Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will consist of a base ordering period of thirty-six (36) months and 2, twelve (12) months optional ordering periods. The ID/IQ contract will be solicited and procured using Lowest Price Technically Acceptable (LPTA) methodology in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. The Government anticipates a multiple award IDIQ contract that will consist of up to nineteen (19) contract holders, within four regional suites as a result of this solicitation. However, the Government reserves the right to select more, less, or none at all. The suites of contractors which successfully receives an award will share the total contract capacity of $42,000,000.00. Task orders awarded on this ID/IQ will be firm-fixed price (FFP). 2.0 PROJECT INFORMATION 2.1 Description of Work. Services that may be required in 88th Readiness Division Grounds Maintenance and Snow Removal Services include supplies, supervision, tools, materials, equipment, transportation, as required to perform grounds maintenance services for improved and semi-improved grounds, which includes lawn care services, weed control, trash and debris removal, sidewalk cleaning, shrub and hedge maintenance, plant bed and shrub fertilization, and tree trimming. Finally, the acquisition will include, snow removal services such as, the removal of snow and ice, including drifts or piles, from all roadways, parking lots, and sidewalks. 2.2 Location of Work. Services will only be performed in the Contiguous United States at the following Areas of Responsibility (AOR), which are divided into four (4) regional pools: Regional Pool 1 - Washington, Idaho, Oregon, Montana, Wyoming Regional Pool 2 - Utah, Colorado, Nebraska, Iowa, Kansas Regional Pool 3 - Minnesota, Wisconsin, South Dakota, North Dakota Regional Pool 4 - Illimois, Ohio, Missouri, Michigan, Indiana 3.0 BASIS FOR AWARD It is the Government's intent to award to the offeror whose proposal represents the LPTA IAW Federal Acquisition Regulation (FAR) 15.101-2. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Awards will be made to the technically acceptable offeror with the lowest evaluated price, which is deemed responsible IAW the FAR and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications and all other information required by FAR 52.212-1 of the solicitation. The Government anticipates a multiple award IDIQ contract pool that will consist of up to nineteen (19) Multiple Award Task Order Contract (MATOC) holders, within four regional pools as a result of this solicitation. The Government intends to evaluate proposals and award without discussions; however, the Government reserves the right to hold discussions if necessary IAW FAR 15.306. If a competitive range is established, the Government may limit the number of proposals in the competitive range for purposes of efficiency. NOTE. EACH REGION WILL BE EVALUATED THE SAME. ALL OFFERORS PROPOSALS MUST HAVE TECHNICAL ACCEPTABILITY FOR BOTH GROUNDS MAINTENANCE AND SNOW REMOVAL SERVICES IAW THE SOLICITATION. 4.0 FACTORS TO BE EVALUATED. The following evaluation factors will be used to evaluate each proposal: The non-price factors will be evaluated for acceptability only and will not be ranked. Awards will be made to the technically acceptable offeror with the lowest evaluated price. FACTOR 1: TECHNICAL ACCEPTABILITY Tab (1) - Performance Plan/Experience Tab (2) - Management Plan FACTOR 2: PAST PERFORMANCE FACTOR 3: PRICE Awards will be made to Offeror(s) whose technical submittal and price proposal meet the requirements of the solicitation and offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources for past performance, the burden of proof of acceptability rests with the Offeror. 5.0 SUBMISSION REQUIREMENTS. Offerors must register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting this solicitation will not be honored. The solicitation will be posted to FedBizOpps at www.fedbizopps.gov, and is available to contractors without charge. Contractors can search for the solicitation by the solicitation number. Offerors can register on the FedBizOpps site for the vendor collaboration tool so that possible partnerships and subcontracting opportunities can be identified. It is the offeror's responsibility to check the internet address provided as necessary for any posted changes to this solicitation and all amendments.
