Description
DESCRIPTION: The U.S. Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Office of the Deputy Under Secretary of the Army (ODUSA) is issuing a market survey to Small Businesses to identify potential sources who have the capability to provide support for the ODUSA, to provide professional services including analytical, advisory assistance and program management. This includes proven technical expertise in briefing Political Appointees, Flag Officers, and Corporate Executive equivalents, and concurrently performing and managing multiple task orders for an array of separate PWS tasks. Tasks will cover the entire range of Army responsibilities under U.S. Code Title 10, 3013(f), such as: organizational analyses in accordance with General Order No. 2017-01; Army Futures Command implementation and support services; Business transformation of HQDA processes and management; Overhead Analysis and staffing level assessments; Big Data Analyses/project implementation; data collection/datamining/analyses; Change Management and Strategic Communications. It is anticipated that this effort will consist of the following labor category standards as described: •Analyst: Assists in the development of functional programs and materials. Assists in the tracking and evaluation of on-going operations. Reviews forms and reports, and confers with management and users about format, distribution, and purpose, and identifies problems and improvements. Collects, maintains, and processes data. Assists in the preparation of reports and summaries for use by managers. Minimum five years experience in the related field. Business/IT related bachelor degree preferred. •Analyst, Senior: Provides direct support to technical and operational activities. Identifies sources of relevant information and data. Directs the activities of other analysts in the analysis of data and information. Plans and establishes record and data storage and retrieval systems. Evaluates data and information to monitor status of on-going operations. Alerts key personnel of operational problems and suggests potential solutions or methods for collecting additional information. Assists in the development of technical and operational documents and plans. Assists in the implementation of technical and operational activities. Minimum eight years experience in the related field and minimum of a bachelor's degree. •Senior Consultant: Performs a wide variety of complex technical activities in support of task order requirements. Develops operational concepts, plans, and instructions. Identifies alternative courses of action and makes recommendations. Serves as principal assistant to technical directors, project managers, and/or the program manager. Minimum 10 years experience in the related field; minimum of a bachelor's degree (advanced degrees preferred). •Project Manager: Responsible for the planning and execution of all activities related to a contract delivery order. Ensures that all personnel assigned to a task meet government qualification standards and receive necessary training. Approves invoices being submitted to the Government. Reviews all deliverables prior to their submission for acceptance. Advises the Army Program Manager on the status of the project. Minimum 8 years' experience in the related field; minimum of a bachelor's degree (advanced degrees preferred). PLANNED ACQUISITION: This notice is being issued for informational purposes only. The US Army is seeking interested sources to fulfill the requirements indicated above for FY19-24. SUBMISSION INFORMATION: All responsible, interested sources responding to this notice shall include information regarding their company name, address, company size (including #of employees), capability, facilities, and past performance. Point of Contact's name, telephone number and email address. Teaming arrangements are acceptable. Respondents should indicate the specific areas of the requirement that they can fulfill and not fulfill as they relate to the following areas: 1.BASIC SERVICES. The contractor shall provide subject matter expertise and analytical services to perform business management advisory services in a variety of HQDA functional areas that support Army and directly impact core mission areas of the Army. To this end, the contractor shall assess Army structures, policies and business process improvement techniques and tools through application of proven business principals and performance management systems. Such efforts call for expertise in Army infrastructure analyses; organizational structure/alignment; installation management; manpower and force management; ancillary IT analyses and support; and continuous process improvement skills. 2.HQDA Overhead/Staffing Analyses: Provide analysis/review of HQDA as an entity, or any of its component elements as discussed below: •Review existing authorities, studies and analyses related to staffing levels •Provide analysis of overhead growth trends including benchmarking comparisons of data from other government and non-government organizations providing similar services •Assess any/all aspects of HQDA/Component efficiency in providing effective warfighter support across policies, procedures, staffing and enterprise management methods. 3.Organizational Alignment Issues: Assess organizational structure/alignment, infrastructure needs, and related governance processes/approaches consistent with General Order Number NO. 2017-01, 05 Jan 2017, subject: "Assignment of Functions and Responsibilities within Headquarters, Department of the Army" 4.Army Futures Command (AFC) Implementation: Provide support services essential to reach AFC Full Operating Capability (FOC) as follows: •Professional Support Services to review/edit/support establishment of the Command's internal policies/procedures/organization interfaces (e.g., Governance, Change Management, Acquisition, Sub Command interface et al) •Provided business management support across multiple HQ domains (e.g., HR, requirements generation, financial) to ensure full functioning through AFC FOC. Note: this will require close review of Conflict of Interest IAW RFP section H-6 provisions) •Professional Support Services to ensure improved organizational alignment of AFC and its acquisition functions with HQDA policies/objectives. 5.Performance Measurement and Risk Management: Assess and implement "time to task" performance measurement/ management processes and tools leading to more effective functional management and continuous process improvement. 6.Strategic Communications: Work will involve all aspects of strategic communications including effective application of change management practices. Work may require assessment of existing communications practices and structures (for example, past efforts have addressed utility of a DUSA for External Affairs). This same expertise may also support the Office of the Chief of Public Affairs or other organizations whose communications plans or processes impact HQDA performance. 7.HQDA Program Office Support Services: Provide business management, data collection/datamining, predictive analytics, process reengineering, strategic sourcing, assessment of future infrastructure needs/realignments/improvements and analytical support services to HQDA program offices in support of business and human capital improvement processes. Any of the information stated above is subject to change. Security Clearance: A current secret security clearance is needed. This applies to both facilities and personnel.
