- Combined Synopsis/Solicitation Announcement The Overton Brooks VA HealthCare System Medical Center in Shreveport, LA is issuing an Open Market RFQ IAW FAR 13.5 for Purchase of Digital 911 Radio Equipment to replace the analog equipment used to communicate with Caddo District 911. This procurement is conducted under NAICS 334220 Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing. This is a Total Veteran Owned Small Business (VOSB) Set-Aside. In order to qualify for this set-aside, firms must be registered in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/. Statement of Work/Salient Characteristics: OVERTON BROOKS VA MEDICAL CENTER 510 EAST STONER AVE SHREVEPORT, LOUISIANA 71101 Caddo 911 System Intercommunication System STATEMENT OF WORK: C 1. The U.S. Department of Veteran Affairs, Overton Brooks VA Medical Center Police Department, located 510 East Stoner Ave, Shreveport, La 71101, here in the Operators of the Motorola Radio system is seeking to add, install, upgrades and system upgrades to the existing equipment. This included the a new APX 4500 Project 25 Mobile Radios Control Head Portfolio Station and the APX 4000 Project 25 Portable Radio. C 2. Overton Brooks VA Medical Center Police Department is seeking to use the Motorola Solutions to solve the equipment replacement of CADDO 911 new Command Radio Center. Overton Brooks VA Medical Center Radio equipment must be compatible with CADDO 911 radio system to transmit and receive emergency calls. The Contractor shall provide, install and test the System, and perform its other contractual responsibilities, all in accordance with this Agreement. C 3 APX 4500 7/800 Control Station: the Contractors shall install the following capabilities to the newly installed equipment to ensure compatibilities with the existing equipment to perform the following. OTAP : Over the Air Programing.. OTAP: If system is capable OTAP allows you to program radios over the air through Caddo 911 or LWIN. This allows Overton Brooks VA Medical Center to talk to Shreveport Fire and Ambulance and the Shreveport Police Department as well any agency that has our talk group in their radios. The radios being purchased includes this capability however at this time both systems, LWIN and Caddo 911 does not. However, whenever this capability is available this capability will be provided to Overton Brooks VA Medical Center without any additional charges. Phase 1 is L WIN. Phase 2. is TDMA OTAP provides application and radio mutual authentication via a shared key. OTAP also uses the existing over-the-air encryption thereby ensuring configuration updates are not intercepted. Phase 1 is L WIN. Phase 2. is TDMA TDMA: Time Division Multiple Access. TDMA: Allows for the most efficient allocation of frequency resources by splitting channels into time slots and allowing more users to operate on the same channel without interference. P25-9600 Trunking / W -Interoperability the Contractor shall meet all of the Federal Rules and Regulations. Loaded with key P25 features to increase safety, the APX 4000 features Mission Critical Wireless. This unique Bluetooth ® solution provides an encrypted link to a high performance earpiece, GPS for quickly locating personnel outdoors, AES encryption for improved security, and over the- air programming to program radios in the field without interrupting voice operation. Antenna: The Contractor shall install/connect the Radio Control Station antenna in 1 west 57, however if the connectivity or reception to the system functionality is compromise APX 4500 7/800 Control Station and antenna shall meet the following specifications.. 700/800 MHz, VHF, UHF R1, UHF R2 and 900 MHz bands. Trunking standards supported: Clear or digital encrypted ASTRO ®25 Trunked Operation Capable of SmartZone ®, SmartZone Omnilink,SmartNet ® Analog MDC-1200 and Digital APCO P25 Conventional System Configurations Narrow and wide bandwidth digital receiver (6.25 kHz equivalent / 12.5 kHz / 30 kHz / 25 kHz) ¹ Standard with 2 dedicated control knobs for volume and channel changes Embedded digital signaling (ASTRO & ASTRO 25) Intelligent Priority Scan Man Down Available in 2 models Lightbar with Intelligent Lighting Radio Profiles Unified Call List Software Key ASTRO 25 Integrated Voice & Data User programmable Voice Announcement. Specifications means the functionality and performance requirements that are described in the technical and implementation documents listed in C 3. C 5. MAINTENANCE SERVICE. During the Warranty Period, in addition to warranty services, the Contractor Shall provide maintenance and support services for the System described in this Statement of Work and the Quote: Both APX 4000 Project 25 Portable Radio and APX 4500 7/800 Control Station with antenna, comes with a 3-year essential warranty which covers hardware repair (normal wear and tear) and software updates. All repairs will be conducted on Overton Brooks VA Medical Center property. (Normal wear and tear- this equipment shall perform in extreme weather conditions and in extreme emergency conditions or situation with voice quality that is clear and with high clarity. The equipment shall be able to withstand rugged handling by the Police Officers.) Those services and support are included in the Contract Price. If Customer wishes to purchase additional maintenance and support services for the Equipment during the Warranty Period, or any maintenance and support services for the Equipment either during the Warranty Period or after the Warranty Period, the description of and pricing for the services will be set forth in a separate document. If Customer wishes to purchase extended support for the Motorola Software after the Warranty Period, it may do so by ordering software subscription services set forth in a separate document. Unless otherwise agreed by the parties in writing, the terms and conditions applicable to those maintenance, support or software services. C.6. Upon arrival at the Overton Brooks VA Campus, the Contractor should check in with engineering building 4. This check in is mandatory. After all work in completed the Contractor must report in person and submit in writing a complete report of services rendered, detailing the service performed for the item of equipment, including the summary of repairs and listing of replacement parts, when applicable. The report, will also include Contractor recommendations necessary to maintain the equipment in optimum operating conditions. Also Check in with Overton Brooks VA Police Department. NOTE: Payment of invoices may be delayed if the appropriate Service reports are not submitted. Parts for repair... the following terms and condition apply to the part used by the Contractor. Only new standards Parts shall be furnished by the Contractors. All part shall by current by the manufacture and shall have versatility with presently installed equipment. A newly installed replacement part becomes property of the Overton Brooks VA Medical Center. All Contract personnel are required to wear ID badges during the entire time he/she is on government property. ID Badges must have a picture and shall state the name of the individual and the company he/she represent. All Contractors are required to be finger printed and complete a background check and comply with all Overton Brooks rules and regulations and the ISO. Authorize Services: Only service specified in the contract, before preforming any service of non-contract nature. The Contracting Officers must be advised for the reason for this additional work. If appropriated the Contracting Officers or his/her designee may authorize the additional services under a separated purchasing authorization. Contractor is cautioned that only the Contracting Officer or his/her designee may authorize additional services. Government Holidays: All Federal Holidays will be observed as a legal Holiday. When Holidays fall on a Sunday the following Monday will be observed as a legal Holiday. When Holidays fall on a Saturday the proceeding Friday is observed as the legal Holiday. Overton Brooks VA Medical will not incur any additional cost on service repairs or call on Federal Holidays, as well as sub-contractors, travel or lodging. Transportation and Travel for the Contractors personal will not be billed or paid under the resulting contract, The Contractor shall travel to Overton Brooks VA Medical Center at 510 East Stoner Ave, Shreveport, LA at the Contractors expense to perform the work that is indicated in this contract. Smoking is not permitted within or around the VA Health Care facility, except for designated smoking areas. Parking is the responsibility of the Contracting Personnel to park in designated parking areas. Parking information is available by the VA Police Department. The VA will not reimburse for parking violations of Contracting Personnel for any circumstances. Training will be provided for Overton Brooks VA Medical Police Department COR and others appointed by the Chief of Police or designee, OI&T and Engineering. However, in the case of repair, service and maintenance they (Contractor or repair personnel) will be given temporary access to the system by each service call request. OI&T, Engineering and Bio-Med will assist with the system. C.7. All Contractors providing service to Overton Brooks VA Medical Center Caddo 911 System must be within a hour radius to respond to a service call for maintenance or repair. C.8. Emergency Call Boxes. (Intercommunications System) Emergency Call boxes are used to call for Police assistant in an Emergency response, to an emergency that may occur in the parking lots, Lot 9, Lot 10, Main Drive way, Lot 3, including the Parking garage. The Emergency Call boxes when the emergency buttons are press, the call shall be automatically transfer to the Overton Brooks VA Police Department (emergency phone number 6911/ 5911). All the system shall be compatible with existing equipment. Security intercoms: The main components of this security subsystem are the hardwired master intercom and remote intercom stations. Intercom devices shall be integrated with the VASS upon initiation and activation of a two-way conversation. Where wireless systems are used, repeaters shall be required. Where a wireless intercom system is used; it shall meet FCC wireless transmission standards and VA requirements, including coordination with proper approving authority within VA. Typical locations for security intercoms shall include: Access controlled entry points to a site, parking, and perimeter building areas. Gated access and service road entry points. Loading docks and shipping/receiving areas. Interior building access control points to restricted areas. C.9. The Contractor must be with in a 70-mile radius of Overton Brooks VA Medical Center. The Contractor must meet all the Rules and Regulations of Physical Security Standards and all rules and Regulations of the Department of Veteran Affairs. Currently, Motorola is the only known brand of equipment which is compatible with the Caddo District 911 network. There is a local Small Business which has been commissioned to procure, program, and install this equipment for users for the digital upgrade. They have offered special pricing on the equipment. Award under the VOSB set-aside can only be made if the price can be determined Fair and Reasonable based on comparison with these prices. This RFQ closes on 26 November 2018 at Noon Central Time.
