- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. SOLICITATION DOCUMENTS WILL BE AVAILABLE FOR DOWNLOADING NO EARLIER THAN 28 NOVEMBER 2018. Item: 4.5K Counterbalanced Stand-up Rider (CSUR) Forklift Truck Pricing: Firm Fixed-Price Type: Single Award - Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract Term: Five (5) Years Min. Quantity: 30 Max. Quantity: 660 Unit of Issue: Each Delivery: FOB Destination, Paper copies of the solicitation will not be provided by the Navy. First article testing, contractor data requirements list, FOB destination applies. This procurement is unrestricted; all responsible sources may submit an offer that, if received in a timely manner, will be considered. The North American Industry Classification Code (NAICS) for this procurement is 333924 and the corresponding small business size standard is 750 employees. Based upon market research, the Government is using the policies contained in FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation, in its solicitation for the described supplies or services. This synopsis is for a Lowest Price Technically Acceptable (LPTA) Source Selection solicitation and is a Full and Open Competition. This acquisition will result in a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for 4.5K Counterbalanced Stand-up Rider (CSUR) Forklift Trucks for use on Navy ships. The CSUR forklift trucks, shall be EE rated to comply with Navy requirements for the handling of weapons and ammunition. Being used aboard ship, the truck will be operated in a marine/salt air environment and this will include maneuvering in the tight confines of shipboard magazines, storerooms and cargo holds as well as occasionally performing outdoor/on-deck material handling operations. The work planned under this contract will include, but not be limited to: fabrication of pre-production (aka first article) truck(s); scheduling and conducting testing as specified in the SOW, preparing test reports, modifying or redesigning the first article truck to correct deficiencies identified in testing, developing NAVSUP specified operation and maintenance technical manuals; compiling technical data needed for Navy provisioning of spare parts; manufacturing of production trucks in the NAVSUP approved configuration. Forklift trucks procured under this contract shall all be identical and will be used for the handling of packaged material, weapons, and ordnance primarily onboard Navy ships. The total single award ID/IQ (i.e. the total amount of all delivery orders issued during the contract term, regardless of the number of contracts awarded) shall not exceed 660 units. The ID/IQ will be valid for ordering future requirements for five (5) years (i.e. base ordering period of five years) from date of award, or when the total quantity of the ID/IQ reaches 660 units, whichever occurs first. Future delivery orders will not be competed. The ID/IQ contract awards resulting from the solicitation will include a minimum guarantee of 30 units. Award of a delivery order under the ID/IQ contract will satisfy the minimum guarantee. The government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. All Offerors submitting proposals on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of a contract. The SAM website can be accessed at www.sam.gov. Prospective Offerors are encouraged to register as soon as possible. Be advised that failure to register in the SAM makes an offeror ineligible for award of a DoD contract.
