- WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 2521 SOUTH CLARK STREET SUITE 3000 ARLINGTON, VA 22202 Perimeter Security, Non-Lethal Vehicle Interdiction System This Sources Sought Notice/Request for Information (RFI) is for market research purposes only and does not constitute a Request for Proposal/Quotation A. Purpose The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking information on commercially available Non-Lethal vehicle interdiction products and technologies on behalf of the Pentagon Force Protection Agency (PFPA). PFPA is interested in proven solutions that ideally have been fielded with other organizations and could potentially enhance the ability to further protect the security of its assigned perimeter. PFPA is seeking a technology that enables the interdiction and stopping of a broad spectrum of ground vehicles through less than lethal means, when necessary. The primary focus of this RFI is to investigate systems that can counter a variety of ground vehicles at various speeds and scenarios. The vehicle stopping systems capability should counter vehicle threats at entry control point locations, and should be capable of being integrated as a fixed solution at the control point or mobilized in a vehicle (e.g. SUV). At this time, only information on solutions that are currently available or in production are being solicited. All vehicle interdiction systems or solutions provided in response to this RFI should cite advantages and limitations, specifically addressing how they may provide significant operational advantages, data on target vehicle models tested against, and current size, weight, and power system details. One significant concern to PFPA is its proximity to Reagan National Airport. Responses should address how any RF, magnetic or optical aspects of an interdiction system are designed to mitigate collateral damage to planes and other sensors. It is important that the response detail the phenomenology of the interdiction system - to include wavelengths and power of any transmissions - and describe the physics of why the effect is able to stop or otherwise interdict a vehicle, in non-lethal manner. Offerors should detail how they could demonstrate their technology in a Concept of Operations Scenario should PFPA choose to observe the system in action. Offerors are encouraged to detail any hardware, assets, or subsystems required to support a technology demonstration. B. Vehicle Stopping Requirements Tables below provide PFPA's general system requirements in order to facilitate appropriate questions and/or responses to this RFI. The Vehicle Stopping system fixed and/or mobile host platform (HMP) should consider the primary system requirements regarding size, weight, and capability. HMPs must be within the light vehicle class, discreet, mobile, and self-sufficient. HMPs must be USDOT compliant and not require additional allowances for road use. Systems should be integrated within offeror suggested host vehicle with minimal alterations to original equipment manufacturer platform, while remaining effective for mission and remaining as discreet as possible. 2.1. Operational Requirements: Item Requirement Mechanical The system shall be compatible with the ground vehicle host platform using alterations that do not compromise the structural integrity and do not interfere with normal and safe vehicle operations while allowing the HMP to remain covert and off road capable. Controls The system shall be capable of performing stand-alone operation and used while the HMP is in operation. Environmental System shall be capable of operating in ambient temperatures of -5°C to 45°C. Reliability The system shall achieve a Mean Time Between Critical Failure (MTBCF) of more than 120 hours of operation; system should be comprised of components that can be accessed and replaced easily. C. Response Requirements: • All submitted information should be at the unclassified level and address the items in Parts A and B of this RFI. • Limit responses to 12 pages. • Offerors are encouraged to provide any relevant market survey details such as product price(s), production lead times, schedule availability for demonstration, and any other technical details. • Label any information that is considered proprietary. • Electronic submissions only, Microsoft Word or Adobe PDF format required. • An offeror's response should include at a minimum: o Company Name and Address o Primary Point of Contact (include phone/e-mail) o Secondary Point of Contact (include phone/e-mail) o Cage Code o NAICS Codes o Business Size and Status o Type of Small Business (if applicable, i.e. 8(a), woman-owned, HUB zone, etc.) o Capability Statement o Any other material (relevant to establishing core competencies of the firm) E. Deadline: The Government requests interested parties to submit a letter of interest and statement of current ability to meet the above desired capabilities via email with the subject line "Sources Sought: Perimeter Security, Non-Lethal Vehicle Interdiction System" to kristyl.g.white.civ@mail.mil by 12:00 NOON ET on 8 December 2018. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOps) website. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website.
