- Attachment 1 DRAFT Solicitation Large Aircraft Maintenance Hanger, UAE Presolicitation Notice Advisory Multi-Step Process (FAR 15.202), Large Aircraft Maintenance Hangar, UAE (pdf version) INVITATION TO SUBMIT INFORMATION - LARGE AIRCRAFT MAINTENANCE HANGAR, AL DHAFRA AIR BASE, UAE The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) releases this Notice of Invitation to Submit Information in accordance with Federal Acquisition Regulation (FAR) 15.202-Advisory multi-step process to advise interested contractors of their potential to be viable competitors for the requirement described in paragraph 1, below. The objective of this presolicitation notice is to (1) invite interested contractors to discuss information that allows USACE to advise them of their potential to be viable competitors for this acquisition; (2) improve interested contractors' understanding of USACE's requirements; and (3) improve USACE's knowledge of industry capabilities. 1. Description: USACE has identified a requirement to construct a 6,000 SM single-bay aircraft maintenance hangar, sized for KC-10, C-17 and KC-46 aircraft with fuel cell maintenance capabilities, fire detection and suppression, environmental control, aircraft access to the apron, and interior office space at Al Dhafra Air Base, UAE. This project, the Large Aircraft Maintenance Hangar (LAMH), is constructed on behalf of the U.S. Air Force. USACE anticipates awarding one firm-fixed price contract to the contractor whose proposal submitted in response to the solicitation represents the best overall value to the Government. Magnitude of Construction: The estimated construction cost for this project is between $25 million and $35 million. Set Asides and Codes: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. This effort is classified through the North American Industry Classification System Code: 236220, "Commercial and Institutional Building Construction." The draft solicitation (For Informational Purpose Only) for this requirement is included at Attachment 1 of this presolicitation notice. Note that this presolicitation notice and its attachments are not a request for proposals. No source selection will be done on any submissions that are made in response to this invitation. A solicitation will be issued as projected below. 2. Tentative Timeline: USACE's planned timeline for this procurement is as follows: a. Advisory multi-step notification: November 8, 2018 In accordance with FAR 15.202 Advisory multi-step process, USACE requests written responses from interested contractors by November 26, 2018. See paragraph 4 below for more information. b. Final solicitation issued: on or about December 12, 2018 c. Preproposal conference: on or about January 7, 2019 In accordance with FAR 15.201(c), USACE intends to hold a preproposal conference. This preproposal conference will take place at the Beach Rotana Hotel, Abu Dhabi, at 8:30AM on or about January 7- 8, 2018. d. Site visit: on or about January 8, 2019 In accordance with FAR 15.201(c), USACE intends to facilitate a site visit during the afternoon of January 8, 2018. Details regarding the site visit will be provided via email. e. Proposals due: on or about January 28, 2019 f. Contract Award: on or about June 11, 2019 3. Information requested: USACE requests the following information from interested contractors to determine their potential to be viable competitors in this planned acquisition. Business license. The eventual awardee will be required to possess a UAE business license. The interested contractor should include a narrative explaining its understanding of the process to gain licensure in UAE, and the separate process for registering to do business in Abu Dhabi, including the processing time for obtaining licensure/registration. Al Dhafra Air Base Security Requirements. The LAMH project will be constructed at Al Dhafra Air Base. The interested contractor should describe its knowledge of the security requirements at Al Dhafra Air Base, and it plans to comply with these requirements to access the base, and the project site. The interested contractor should specifically discuss any knowledge of and experience with obtaining access to Al Dhafra Air Base. The information provided may include any past any examples of how the contractor complied with access requirements at Al Dhafra Air Base, or other bases in UAE. The information provided should also specifically address how the contractor plans to obtain a security certification from the Command Military Works (CMW), including a discussion of processing time and any other requirements necessary for this process. Construction Projects in UAE. The interested contractor should discuss its knowledge of and experience with construction in UAE. The information provided may discuss any anticipated challenges with constructing this type of project on a secured military base, and how the contractor would overcome these challenges. The narrative may also include a discussion of issues unique to UAE, including the local labor and subcontractor markets, procurement of long lead items, and local laws. Bid Guarantee. Contractors who choose to submit a proposal in response to the solicitation issued for this project will be required to submit a bid guarantee in accordance with FAR 52.228-1, in the amount of 20 percent of its bid price, or $3,000,000 USD, whichever is less. The interested contractor should address its ability to furnish a bid guarantee, and the method by which it plans to do so. Performance and Payment Bonds. The contractor that is eventually awarded the contract for this project will be required to furnish performance and payment bonds to the Government, in accordance with FAR 52.228-15. Specifically, the awardee will be required to furnish a performance bond in the amount of 30 percent of the contract price, and a payment bond in the amount of 30 percent of the contract price. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier's check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States. Note that the Government will not accept bonds issued by a corporate surety not listed in Treasury Department Circular 570, and will not otherwise waive or deviate from the requirement stated in FAR 52.228-15. The interested contractor should address its ability to furnish performance and payment bonds, including a discussion of how it specifically plans to do so, assuming it will choose to submit a proposal and was eventually awarded the contract for this project. Mandatory Registration Requirements. All contractors doing business with USACE must meet certain registration requirements. The interested contractor should address its willingness to comply with these registration requirements, and discuss its knowledge of the registration process for each of the requirements. • Dun & Bradstreet, or D-U-N-S, Number: a D-U-N-S number is a unique nine-digit identification number for each physical location of your business. D-U-N-S Number assignment is free for all businesses required to register with the federal government for contracts or grants. • System for Award Management (SAM): SAM is a repository for contractor information, federal procurement systems and other federal programs or registrations. All DoD Contractors must be registered in SAM to receive a contract. Registration in SAM is free. • NATO Commercial and Government Entity (NCAGE) Code: a NCAGE code is a five character code assigned to any vendor based overseas that is required before a vendor can begin SAM registration. 4. How to respond: Interested contractors shall submit the information requested in paragraph 3 above in writing no later than 11:00AM Eastern Standard Time (EST) on November 26, 2018. Preferred media is electronic copies in PDF, Microsoft Word, Power Point, or Excel. How the information submitted will be used: USACE will evaluate the information provided by interested contractors, submitted in accordance with paragraph 4 above, and assess the level of the contractor's understanding of (1) the requirements to construct in UAE and at Al Dhafra AB; and (2) the requirements to do business with USACE. USACE will provide its notification advising each respondent in writing either that it will be invited to participate in the resultant acquisition, or, based on the information the contractor submitted, that it is unlikely to be a viable competitor (including a general basis for that conclusion). Each contractor submitting information in response to the Notice of Invitation to Submit Information will receive a notification from USACE via email no later than December 10, 2018. Notwithstanding the advice provided by USACE in response to the information submitted, all contractors may participate in the resultant acquisition by submitting a proposal in response to the solicitation issued. 6. Participation in this acquisition: This FAR 15.202 Advisory multi-step process is entirely independent of the source selection process. Responding to this Notice of Invitation to Submit Information is not a requirement to be considered for award of the contract. Following this pre-solicitation process, USACE anticipates the release of the solicitation on or about December 12, 2018. The solicitation will be posted on the Federal Business Opportunities website, www.fbo.gov. 7. Disclaimer: This presolicitation Notice of Invitation to Submit Information does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. Responses to this Notice of Invitation to Submit Information are not offers and cannot be accepted by USACE to form a binding contract.
