Description
This is a sources sought. Space and Missile Systems Center/MILSATCOM (SMC/MCL) Directorate has need to acquire an additional two years of continued sustainment for the Command and Control System-Consolidated (CCS-C) Production and Sustainment Contract (CPASC) which is the CCS-C legacy system. This extension is required due to government caused delays that have delayed significantly the completion of the CCS-C Assurance & Capacity Enhancement (CACE) integration currently on contract through Dec 2020. The Government is seeking Statements of Capabilities (SOCs) in the form of a white paper (5 page limit) to ascertain how a separate contractor under a separate contract would be capable of providing CCS-C legacy sustainment support while the current contractor Kratos Technology & Training Solutions (KTTS) continues to develop and deploys CACE under this contract without the Air Force incurring a substantial duplication of cost. The baselines between CCS-C and CACE are intimately connected and if the requirements were separated, the baselines would still be required to maintain continuity and significant coordination would be required to avoid any unacceptable detriment or delays to one or both of the baselines. A more detailed CCS-C legacy requirements document is available to US Contractors only upon request to the POCs above. The CCS-C legacy system supports Launch & Early Orbit (L&EO) operations, on-orbit operations, anomaly resolution, and disposal operations. CCS-C supports these activities by providing telemetry processing, command processing, orbit data processing, ground system resource management, satellite and ground system simulation, mission planning and scheduling, support planning and execution, analysis tools, and system training. CCS-C also provides cybersecurity measures to ensure that classified data processed in all areas is protected. The CCS-C system is based on a set of extensible commercial-off-the-shelf (COTS) software components with an underlying architecture allowing easy integration of new functionality. The CCS-C contract provides a primarily COTS-based C2 capability for the full family of MILSATCOM satellite programs, with the capability to support other satellite programs, including other agencies' programs through future enhancements, should the need arise.
