Program Oversight Officer Washington, DC Issuance Date: 11/06/2018 Closing Date: 11/21/2018 SOLICITATION NUMBER: PSC-19-013-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). INL programs in Afghanistan and Pakistan (AP) are focused on law enforcement, counternarcotics, justice, and corrections development at the national, ministerial, and provincial levels. Due to increased security concerns and the requirement to reduce the number of personnel assigned to Embassy Kabul and Embassy Islamabad INL/AP has had to expand its Washington D.C. capabilities and staff to accomplish these critical tasks. The Program Oversight Officer will support and advise INL/AP, INL-Pakistan and INL-Kabul in its efforts to ensure continued program oversight and monitoring through compliance and appropriate oversight of INL related foreign assistance programs. The position will track, coordinate, and analyze a wide range of data sets, metrics, and reporting elements related to the oversight of Afghanistan and Pakistan programs in excess of $500 million annually, and to monitor the effective transition of INL programs to Afghan responsibility while ensuring proper oversight of INL programs in both Afghanistan and Pakistan. The incumbent will provide strategic guidance to INL on monitoring and program oversight issues. DUTIES/ RESPONSIBILITIES 1.Assist with the maintenance and updating of a repository of all INL Afghanistan and Pakistan program metrics for access by INL/AP leadership and program officers. 2.Aid in developing a system to track INL/AP's program measurement plans and all affiliated documents and ensure program data is up to date and accurate. 3.Aid in providing input on guidelines and standard operating procedures for third party monitoring of INL's foreign assistance programs in Afghanistan and Pakistan. 4.Provide input and guidance on a standard program measurement methodology to measure, analyze, and report performance of INL/AP funded programs. 5.Ensure that each program performance measurement system aligns with specific program strategic goals and objectives. 6.Assist in developing a process to aggregate and report visually on collected program data. 7.Aid in developing and incorporating into INL/AP's contract and grant award documentation standard and specific language for methods of project monitoring by third party monitors. 8.Work with a team of program assistants as lead coordinator to maintain an effective monitoring and oversight regime through oversight of program assistant activities with respect to office performance measurement tools. 9.Aid in coordinating all oversight (GAO, SIGAR, OIG) and Congressional questions ensuring timely and appropriate coordination within the INL Bureau and with Embassy Kabul and/or Embassy Islamabad in response to taskings. 10.Aid in clearing responses and providing subject matter expertise for oversight and Congressional questions, as necessary. 11.Provide guidance on appropriately responding to oversight inquiries. 12.Assist with discreet program projects for INL's gender, counternarcotics, justice, and corrections activities. 13.Assist with general transition related activities for INL's Afghanistan and Pakistan programs and provide back-up support to the Pakistan Team Lead. 14.Assist with the design and oversight of INL's Pakistan gender, rule of law, and corrections programs, including policy analysis of justice sector issues and budget management. 15.Aid in coordination and follow-up of strategy documents for the bureau and Department, which focus on performance measurement and operations in insecure environments. Coordination will include communication with the office, other bureau colleagues, and Post. RESEARCH/ASSISTANCE 1.Expand knowledge and interest in foreign policy and regional events in south and central Asian affairs. 2.As requested or on own initiative, make careful searches for information difficult to obtain, compile data, and make preliminary analysis for the Director or other staff officers as appropriate. 3.Respond to requests from staff/program officers and from other organizations within the DOS for information concerning administrative and audit/oversight issues. From available background data, assemble requested information or follow-up to ensure that staff members submit required answers within the specified time. 4.Provide advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to budget coordination and administrative issues. 5.Establish and maintain budgetary and accounting records of various types that may be needed or will assist in the efficient operation of the office. Ensure files have all pertinent documents and signatures. Maintain and accurately update file system to enable quick and efficient retrieval of information. Accurately purge files or perform other file disposition actions in accordance with established procedures. Where appropriate, responsible for the accurate receipt, control, logging, safekeeping, and necessary action on all classified material received. 6.Effectively enhance the ability of the office to support overall mission requirements through skilled use of spreadsheet or database software, word-processing software, and graphics and presentation software to draft documents; accurately enter, revise, sort, calculate, and retrieve data for standard reports; prepare and provide graphic symbols, charts, and graphs for viewgraphs and/or paper presentations. TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Grants Officer's Representative (PY220 and PY222) course through the Foreign Service Institute (FSI) within 120 days of contract start date. RELATIONSHIP The Program Oversight Officer carries out duties on behalf of the Budget and Transition Team Lead in conjunction with INL-Kabul, INL-Pakistan, and the INL/AP Program Managers. The Program Oversight Officer shall report to and maintain open, timely, and effective communications with the various Department Bureaus and Offices as required, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit one (1) copy of each report as required to the following; 1.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY The programs implemented by INL are generally highly complex multi-year development and capacity-building programs. The programs often require the ability to resolve critical problems and achieve difficult goals that may impact on other programs. Programs are also characterized by large obligations of U.S. government funds, a potentially high-risk security environment, a geographically broad operating platform, demanding program schedules, frequently-changing requirements, politically sensitive outcomes, multiple interagency and international actors, multiple contractor and sub-contractor relationships, and intense audit/oversight scrutiny. Detailed plans, goals, objectives and evaluation criteria are required for the long-range implementation and administration of the programs. Decisions concerning planning and organizing the programs are complicated by the intricacy of the contracts and the need to deal with multilayered concepts. Problems can arise that require intuition - the ability to tell when something is wrong or is likely to go wrong; inductive reasoning - the ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events); and deductive reasoning - the ability to apply general rules to specific problems to produce answers that make sense. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of gender, law enforcement, rule of law, and counternarcotics programs in INL/AP, which is of significant interest to the public and to Congress. MINIMUM REQUIREMENTS 1.US Citizenship and the ability to obtain and maintain requirements for a State Department Secret security clearance. 2.A Bachelor's degree in communications, public relations, public administration, political science, or an equivalent field from an accredited academic institution. 3.Demonstrated experience developing and implementing international programs, to include preparation and tracking of budgets, strategy development, grant/contract management, reporting, and monitoring and evaluation in Afghanistan and/or Pakistan. 4.Demonstrated experience with measurement plans, audits, and oversight of programs by DOS Office of Inspector General (OIG), Special Inspector General for Afghan Reconstruction (SIGAR) and Government Accounting Office (GAO). 5.Excellent oral and written English communication skills. 6.Proficient with Microsoft Office Suite and Tableau. GOVERNMENT-FURNISHED EQUIPMENT: The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION FACTORS FACTOR 1(40 points) Demonstrated ability to manage foreign assistance programs and develop and maintain comprehensive data sets detailing programmatic metrics and oversight elements in support of INL's programs in Afghanistan and Pakistan. Preferred knowledge in program monitoring methodology and techniques and providing strategic guidance. FACTOR 2(30 points) Demonstrated ability to draft comprehensive and timely responses to all oversight and Congressional requests for information concerning the range of INL's foreign assistance programs in Afghanistan and Pakistan. Demonstrated knowledge of the Department's budget process. Demonstrated knowledge and understanding of the Department's clearance process with respect to the Office of the Inspector General, the Special Investigator General for Afghanistan Reconstruction and the General Accounting Office. FACTOR 3(20 points) Demonstrated ability to liaise effectively with Department and Bureau partners, members of USG agencies, oversight and Congressional bodies, international organizations, U.S. Embassies, and non-governmental organizations. FACTOR 4(10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
