Description
A simple drawing for ballistic partitions. The Utah Army National Guard has a requirement to purchase ballistic glass partitions. This is a re-posting of an FY18 requirement which had a protest on the award Description: This combined synopsis/solicitation and is being issued as a total small business set aside. The Northern America Industry Classification System Code (NAICS) is 541490, Other Specialized Design Services. The size standard is $7.5million. This combined synopsis/solicitation shall be the only request for quote; an addition solicitation will not be published. The Government will not be liable for any cost associated with preparing and providing quote and retains the right to withdraw this notification at any time without notice The Utah Army National Guard has a requirement to purchase 32 each ballistic glass partitions meeting the following specifications: - Ballistic glass partitions, 36in x 20in x 65in - NIJ Level III - Must meet c.(U) Ballistic internal protection (panels, desks, etc. with a minimum rated of UL 752 Level 5 or National Institute of Justice (NIJ) Level III) not to exceed four per facility for protection of daily population in line of site of primary and alternate entry points -This is ballistic protection for stand-alone facilities and storefront recruiting offices. The partitions must protect against active shooter and terrorist threats, to include protections against 7.62 x 51mm NATO rounds. Meets NIJ Level III standard 0108.01 - Also must protect against 7.62 x 39mm ball - It shall be of armored steel with bullet resistant glass panel construction and shall be one whole glass panel. - It must have four heavy duty lockable casters per panel. - It must be fully pre-fabricated with no assembly required. - Shall comply with the Buy American Act - Material: products will be used in storefronts so a full glass panel is a must in order to meet an attractive business aesthetic. A visual depiction (drawings or photos) giving accurate representation of the product quoted are required as part of the full specifications in the quotation package - Gaskets must be included in the construction around the glass panel between the steel frame to ensure longevity. - The metal frame around the glass shall be 0.125" - The base of the caster is 0.188" - Casters/wheels: Load rating on the caster shall be at least 750 pounds with a full swivel movement. The wheel material is polyolefin. Wheel diameter is four inches. Wheel width is two inches. Mounting plate thickness is 0.188". Casters need to be placed in a position that does not hinder the movement of the individual utilizing the panel. An arm, arm like, or extended mounting configuration shall not be used. The caster placement needs to be about seven inches from the edges of the shield towards the center and not exceeding the outside edge of the glass panel. The casters must be tucked in the base so as not to impede the protected individual and the individual must be able to easily keep the panel between them and the active shooter by maneuvering the panel easily without any exposure to the active shooter threat. - The moveable ballistic shields shall be a minimum of 65 inches with a 0.5 inch clearance from the ground surface. It shall be a minimum of 36 inches wide and three inches thick including the 16 gage metal frame. The base shall be a minimum of 20 inches wide, using four caster wheels that shall be set towards the center by at least six inches along the width of the shield. The base shall be designed in a manner to limit interference during deployment and movement by an individual. The caster placement needs to be about seven inches from the edges of the shield towards the center. - Welds: nominal welds, fold and press all framing to ensure perfect fit and sizing. Welding is only used in critical structure areas to ensure the stability of the frame and base. Base frame consists of two pieces. Weld on them to include 3/16 fillet welds and appropriate finishes (concave, convex and flush). Top cap: fillet weld with a convex finish on the corners. Glass frame channels: the c-channels on the left and right are welded with a fillet weld with a flush finish to the bottom channel. The weld goes all around. An attached simple drawing is attached to provide additional information for how the ballistic partitions shoud appear. A technical report is required for the panels being testing as a complete system inside the frame. When awarded, delivery will be made the the USPFO Warhouse, 12953 South Minuteman Drive, Draper, UT 84020. Evaluations Factors: The contract for this procurement will be firm-fixed-price and award will be made on the basis of best value determination. A best value determination will be made for the quote that best meets the technical criteria presented in this solicitation and has past performance in providing the product. Technical and past performance will be considered in equal importance with price being secondary. The government reserves the right to award to other than lowest quote if a vendor demonstrates superior capabilities meeting the government's requirements, and can quote a product that completely and clearly meets or exceed the specifications (i.e. this requirement is not simply for riot shields and serves as a force protection measure). All technical specification presented in this solicitation must be addressed in vendor proposals. Any uncertainty or missing specifications will not be afforded the opportunity for clarification since this is a simplified acquisition and award will be made without discussion. Proposals must include past performance that can be verified by the government. Visual depictions of the product quoted is also required and must be an accurate representation of the vedor's product. All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing with the Government. The System for Award Management (SAM) and Federal Awardee Performance and Integrity Information System (FAPISS) will be reviewed for responding vendors to determine if the vendor is in good standing. All qualified responses will be considered by the Government. Quotes must include CAGE/DUNS number, federal tax number and company's point of contact information. Please provide your submission to the United States Property and Fiscal Office Purchasing and Contracting Division no later than the indicated date and time. Question regarding this requirement must be submitted via email, with sufficient time to do any research to answer question prior to the closing of this posting. Responses received after the stated deadline will be considered non-responsive and will not be considered.
