- Task Order One - Draft Statement of Work (SOW) Questionnaire The National Aeronautics and Space Administration (NASA) John C. Stennis Space Center (SSC) Office of Procurement (OP) is seeking potential sources from all categories of Large and Small Businesses with the capabilities and experience to provide mobile crane services with associated support. CONSTRAINTS To receive a copy of the following documents email Sheldon Murphy at sheldon.l.murphy@nasa.gov. These documents have been designated as NASA Sensitive but Unclassified (SBU) and are International Traffic in Arms Regulations (ITAR) controlled. Review NFS 1852.237-72 Access to Sensitive Information, https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf, and NID 1600.55 for further guidance and requirements pertaining to NASA SBU/ITAR. These documents also contain information which falls under the purview of the U.S. Munitions List (USML) as defined in the ITAR, 22 CFR 120-130, and are export controlled. Upon receipt of these documents you shall not transfer to foreign nationals in the U.S. or abroad without specific approval of a knowledgeable NASA export control official, and/or unless an export license or license exemption is obtained/available from the United States Department of State. Violations of these regulations are punishable by fine, imprisonment, or both. Only one location is available for the mobile crane at the B Test Stand. (Drawing) NASA provided Lifting Assembly, Aft Lifting Equipment shall be used. (Drawing) NASA Lifting Standard, NASA-STD-8719.9A shall be followed. (Standard) SSC Lifting Instructions, SWI-8834-0001 shall be followed. (Instructions) SCOPE BASE IDIQ: Provide, including but not limited to; lifting devices, lift planning, lift directors, lifting device operators, riggers, signal persons, and slings and rigging hardware at SSC in support of Space Launch Systems (SLS) lifting activities for a period not to exceed five years after contract award (approximately 1 January 2019 through 31 December 2024) with a not to exceed (NTE) amount of $4.0M. Four separate lifts are currently anticipated: Pathfinder (estimated March/April 2019), Core Stage One (estimated December 2019), Core Stage Two (estimated December 2021), and Core Stage Three (estimated December 2023). The number of separate lifting events and dates are estimated and are subject to change. TASK ONE: Provide a critical lift capable mobile crane and crane operator(s) for the Pathfinder lift(s) at B Test Stand in March/April 2019. This will be a two crane lift utilizing the crane (aft crane) and B Test Stand Derrick. The crane will be used to facilitate the break over of the Pathfinder from the horizontal to vertical position during installation; then from the vertical to horizontal position during removal. The work to be performed includes but is not limited to; (1) the transportation, assembly, disassembly, inspection, operation, testing, nondestructive testing (hook), mats and maintenance of the crane, (2) participate in lift planning meetings, technical discussions and informational exchanges, and (3) lift the pathfinder six times, three installations and three removals. See attached draft Statement of Work (SOW) for Task Order One. The purpose of this Sources Sought Notice is to conduct market research to determine potential sources and capabilities of Small Business firms to provide the required services to SSC. SSC needs to determine if there are Small Business (SB), Small Disadvantaged Business (SDB), Certified 8(a) Small Business, HUBZone Small Business (HUBZone), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or (HBCU), firms with the capabilities and experience to meet the Government's requirement, and the appropriate level of competition and/or Small Business subcontracting goals if applicable. The NAICS Code and Size Standard for this requirement are 238990 and $15M, respectively. The information gathered from this Sources Sought Notice will be used for market research analysis and to determine whether a future procurement may be conducted as a competitive set-aside or issued under full and open competition (unrestricted). The Government reserves the right to consider a Small, 8(a), SDV, or HUBZone small business set-aside based on responses hereto for this requirement. A determination by the Government not to procure this requirement, based upon responses to this notice or other market research, is solely within the discretion of the Government. Although all comments received will be carefully reviewed and considered for inclusion in any possible later action, the initiators of this request make no commitment to include any particular recommendations. Respondents will NOT be notified of the results of the evaluation of submissions received. This notice should not be construed as a formal Request for Quotation (RFQ) or Proposal (RFP) (solicitation). Responses to this notice are not offers and cannot be accepted by NASA to form a binding contract. This notice is not to be construed as a commitment by the Government to make a purchase, nor will the Government pay for the information solicited or be held liable for any information obtained. Those companies who wish to express an interest to the notice are asked to submit responses to the attached Questionnaire and provide a written Statement of Capability (SOC) that addresses high-level alternatives; general, market-based approaches; experience in this area; knowledge of the work involved; and professional resources limited to three (3) pages. Submission of any information in response to this notice is completely voluntary. Responses should be based on the material contained in this notice and any other relevant information the contractor thinks is appropriate. Comments or suggestions relevant to this requirement are welcome and may also be included in the response. Contractors are welcome to submit any additional documentation that may support their ability to comply with the Government's requirement. Responses shall include the company's specific area of interest in this requirement as being either a potential prime contractor, subcontractor, or other. Please also state your business size in accordance to the above NAICS code, CAGE Code, and DUNS number. The SOC shall not include any proprietary or confidential business or financial information relating to specific companies. The government anticipates that a Request for Proposal (RFP) will be issued under Acquisition of Commercial Items and Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13 and any resulting award will be made in the form of a Firm Fixed Price (FFP), Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract not to exceed (NTE) $4.0M over a five year period. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it and any related documents, will only be issued electronically. They would be accessed and downloaded at Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov.
