Description
The intent of this procurement is the replacement of three pairs of exterior entrance doors at Milwaukee Federal Building in Milwaukee, Wisconsin. Contractor shall furnish all labor, equipment, tools, materials, and supervision necessary to perform all work in strict accordance with this Scope of Work as indicated below. The purpose of this project is to perform the following work: 1. The replacement of three pairs of exterior entrance doors (Jackson Street, Jefferson Street, and Michigan Street) and associated door hardware, the stripping, repair, and repainting of the existing door frames (which may require selective removal), replacement of existing thresholds to coordinate with new hardware, and the stripping, cleaning, and painting of two cast iron transoms. Due to the historic status of the building, care must be taken with all building elements affected by the work. The existing security and access controls are to be maintained during the work. 2. The repair and repainting of the interior pairs of doors at Jackson Street and Jefferson Street, and replacement of door hardware to match new exterior door hardware. Doors to remain in place. Note that these doors are always in the unlocked position. 3. Construction and subsequent removal of a temporary ramp to provide ADA access to one of the other doors while the Jackson Street entrance is undergoing repair. Ramp to meet ABA Standards for accessible route ramps. B. Unless otherwise specifically noted otherwise, the corresponding drawings and specifications shall be interpreted to provide for a complete construction, assembly, or installation of the Work, without regard to the detail with which material components are shown in the drawings. C. Work anticipated to occur during normal operating hours (7:30 am to 6:00 pm), except that all work that may hinder or block egress not otherwise accounted for shall be done during Government “Unoccupied” hours (6:00 pm to 6:00 am), unless pre-approved by GSA Facilities Management. No work may be performed during federal holidays. The period of performance for onsite work will commence upon the Contracting Officer's issuance of the written Notice to Proceed (NTP) and shall be completed within forty-five (45) calendar days. The estimated range for this project is between $100,000.00 and $250,000.00. This procurement is a Total Small Business Set-Aside, open to all small business concerns. Small business concerns, including HUBZone, veteranowned, service disabled veteran owned, small disadvantaged and womenowned businesses are encouraged to submit proposals. The NAICS Code for this procurement is 238990, (All Other Specialty Trade Contractors) with a size standard of $15.0 million. This is a negotiated, best-value procurement. Proposals will be evaluated on past performance and price. An offeror, other than a small business, who plans to submit a proposal in excess of $1,500,000 must submit a subcontracting plan with their offer. The solicitation will be available on or about November 20, 2018 (actual date for receipt of proposals will be stated in the solicitation). A preproposal conference will be conducted before the proposal due date (actual information will be contained in the solicitation).Offerors will be responsible for downloading the solicitation and for monitoring FedBizOpps for amendments and/or additional information. Proposals will be due to the U.S. General Services Administration, Acquisition Management Division, Northern Construction Contracting Team, 520 S. Eighth Street, Springfield, IL 62703.
