Description
The Department of State is conducting market research to determine the degree of interest and capability by U.S. Small Businesses only in providing surgical and non-surgical medical services in support of U.S. mission located in Mogadishu, Somalia. The Bureau of Medical Services (MED) is responsible for medical support to nearly 100,000 federal employees, family members, and other eligible persons overseas. Nowhere is the provision of comprehensive medical support more important than a critical threat post like Mogadishu. To meet these responsibilities, a contracted medical service support contract is required. The NAICS code for this requirement is 621493 and Product Services Code Q201. For the purposes of this requirement, the term "medical support services" includes occupational health, urgent care medical services, non-surgical emergency care and resuscitation, damage control surgical care, limited critical care support, ground ambulance services, ancillary laboratory, blood bank, diagnostic imaging capabilities, and coordination of medical evacuation. In order to meet the primary care, occupational health, and resuscitative needs of the Department's employees and support contractors, a medical service support infrastructure is needed on the grounds of the International Campus within the Aden Adde International Airport grounds. Responses must clearly demonstrate capabilities through examples of previous and/or current medical support contracts in austere environments Outside the Continental United States (OCONUS). Vendors must specifically address the following capabilities: •Secure suitable physical space on the International Compound within the grounds of the Aden Adde International Airport •Provide medical support and care to a population of 500 personnel living and working in support of the U.S. Mission to Somalia. The Deputy Chief of Mission shall provide and update a list of eligible persons, and is the ultimate validating authority for care eligibility. Services shall include: oPrimary Care, with dedicated work space, logistics, and support staff for both a contract medical provider and a Government medical provider oEmergency medical care and resuscitation oCritical Care Medicine oNursing support oLaboratory Support oLimited Diagnostic Imaging, including portable plain film x-ray and bedside ultrasound oBlood Banking Services oAdvanced Life Support ground transport oSurgical resuscitative services, including peri-operative care oCoordinate medical evacuation •Provide a detailed description of their technical approach to meeting the Government's objectives in providing medical support. It is requested that all interested parties submit their capabilities by e-mail to Alexander Warsaw at warsawad@state.gov addressing each of the above requirements by 1:00 pm EST, on November 20, 2018. If you have any questions or comments, please reference this Sources Sought Notice when emailing. At this time, the U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
