Description
This project is being solicited under AFFARS MP5332.7. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the Simplified Base Engineering Requirements (SABER) Indefinite Delivery Indefinite Quantity (IDIQ) contract for 1st Special Operations Contracting Squadron (1 SOCONS) at Hurlburt Field, FL. This contract is for a broad range of maintenance, repair, and minor construction on Hurlburt Field, FL. Much of the work will focus on the construction, maintenance, and protection of all base infrastructure, which includes buildings, roadways, airfield pavements, utility services (such as water, gas, sewage treatment and electricity) and the surrounding environment. The c ontract will be for execution of broad range of maintenance, repair and minor construction projects affecting real property at Hurlburt Field, Florida. The SABER contractor may be required to complete work as simple as room renovation to more complex development of a complete facility design to include drawings, specifications, design analysis etc. as required. Upon completion of design, and upon acceptance by the Government, construction execution shall commence and be completed IAW contract requirements. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of repair, alteration, and/or new construction work on the installation and other real estate owned or managed by Hurlburt Field. The projects will include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, carpentry, roofing, millwork, road repair, and other specialty and general construction work. The resultant contract will be awarded to a single responsible bidder who provides the government with a tradeoff process in the best interest of the Government, the Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror. This acquisition will be a competitive 8(a) set aside. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. Performance period is one base year with four (4) one (1) year options. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the total project is between $10,000,000 and $25,000,000. Payment and performance bonds will be required within ten (10) days of contract award for each task order issued under this IDIQ. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 12 December 2018. The closing date and time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on the Electronic Posting System (EPS) government point of entry (GPE) website at https://www.fbo.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
