Description
Capability Statement Matrix REQUEST FOR INFORMATION (RFI) ONLY: This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items identified in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC) is conducting market research for the purpose of identifying possible sources and the availability of a Commercial Off the Shelf (COTS) inject and scenario based simulation software to be used by the Federal Law Enforcement Training Centers to teach, monitor, and review decision-making skills. FLETC scenarios are built as a timeline of events called injects which can take the form as interviews, newsfeeds, conversations, CCTV footage, documents, or other media. These injects are then sent to end-users according to the scenario timeline to generate discussion and illicit the need for a group decision to be made by end-users. Instructors can monitor the decision-making process from a control room and choose to send additional injects to influence end-user decisions. Final decisions are documented and later discussed with the entire class. The inject and scenario based simulation software will be utilized by FLETC's Critical Incident Command Center (CICC). The CICC is used in FLETC Center Advanced Training Programs (such as the Leadership In a Crisis Training Program) which provides Law Enforcement Officers (LEO) leaders' tools for more effective and efficient decision-making. During training, LEO leaders will learn to work with other Law Enforcement managers in achieving a common goal. Additionally, LEOs enhance interpersonal skills that are vital in multiagency coordinated efforts. The inject and scenario based simulation software must meet current industry standards and provide high levels of training realism, immersion and quality. If your company has the skills, experience and knowledge to successfully provide a solution in accordance with the attached requirements, please respond to this RFI as follows: The FLETC requests the following information from potential sources; please include the reference RFI HSFLGL19QSSB00002:  Provide your company name, DUNS number, street address, and point of contact with phone number and email address.  Provide a brief capability statement that describes how your company can meet these requirements in 5 pages or less TO INCLUDE completing the attached capability statement matrix.  The Government may choose to request a demonstration of your solution and if so, you will be provided a vendor demonstration agreement between FLETC and your company that will need to be signed by an authorized person in your firm.  If your solution includes software hosted off-site, such as in cloud environment, provide FedRAMP certification for the environment.  If your company has experience implementing a solution similar to that proposed for FLETC for another Government agency, please provide the Agency name and contact POC.  If a GSA contract for this solution is available, provide the GSA schedule number and FSC.  Please provide a Rough Order of Magnitude (ROM) or commercially available price lists for this solution and necessary services.  If you are a small business, identify your small business socioeconomic category (SDB, Hubzone, VOSB). This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified in the future. No reimbursement will be made for any costs associated with providing information in response to this announcement. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation.
