- SOURCES SOUGHT SYNOPSIS ONLY The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, or large business) relative to NAICS 621511, with a size standard $32.5 Million. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement or Request for Proposal (RFP) may be published on FBO or GSA eBuy or both. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. The U.S. Department of Veterans Affair, Network Contracting Office 22, is seeking sources for a contractor to provide the use of a single laboratory for specimen testing with a 24-hour turnaround time including courier service to and from, in accordance with the specifications and requirements as defined herein, located at the VA San Diego Healthcare System. Services will be performed for the: VA San Diego Healthcare System 3350 La Jolla Village Dr San Diego, CA 92161 Description of the Contract Support Required: Specimen Testing Procedures Required (can be 1 or more procedures on a single specimen): Immunohistochemical (IHC) staining (stain only, no interpretation)/stained slides. The Contractor shall provide all antibodies for IHC stains Special Stains I Special Stains II Recuts, including Deeper Cuts The Contractor shall not charge for recuts on incompletely faced blocks. Rush recuts shall be delivered within two (2) hours of a faxed or phoned request if the Contractor is notified before 10:00 a.m. Rush specials shall be delivered as soon as possible within a time frame approved by the VASDHS PALMS depending on the special stain requested. Unstained Slides Block refers to the routine tissue processing, embedding, cutting, H&E staining and cover-slipping of submitted tissue (no interpretation). In Situ Hybridization Histology services shall include processing tissue, H&E staining, special stains, and IHC stains. The delivery of routine slides shall be completed on a daily basis no later than 9:00 a.m. TRANSPORTATION SERVICE The Contractor shall provide courier services to and from the VASDHS. Service shall be provided on an as-needed basis at no additional charge to the VASDHS. Emergency transport services shall be available within one hour of notification of specimen readiness. The Contractor shall ensure that the contracted/sub-contracted transport personnel shall comply with all policies and procedures for tracking specimens. These policies and procedures shall be mutually agreed upon between the VASDHS and the Contractor and shall include, but not be limited to, documentation of dispatch and receipt of specimens, condition of specimens upon receipt, and identification of transport personnel. Upon pickup or delivery of reference testing specimens by the Contractor, a shipping manifest shall be provided by the shipper which details specimen identification, source and destination information The Contractor shall designate a point of contact (POC) for immediate response to courier service issues. The POC s information shall be given to the Contracting Officer at the time of award or during a post-award meeting. The POC must be provided prior to start of work. LICENSURES Only fully licensed/accredited laboratories actively engaged in providing the specific services and laboratory testing outlined in this solicitation shall be considered. The Contractor shall be licensed/ accredited by the College of American Pathologists (CAP), Nuclear Regulatory Commission, Center for Disease Control, Medicare and other state regulatory agencies as mandated by Federal and State statutes. In addition, the laboratory shall be certified as meeting the requirements of the Clinical Laboratory Improvement Act (CLIA) of 1988 and shall comply with the National Standards to Protect the Privacy of Personal Health Information in accordance with HIPAA. In response to this solicitation, the Contractor shall supply copies of all relevant permits/licenses and certification inclusive of any sanctions current or pending throughout the United States of America. In addition, as these documents are reissued or reworded, the awarded Contractor shall supply a copy to the Contracting Officer. The Contractor shall ensure compliance with the following: College of American Pathologists (CAP) standards Clinical Laboratory Improvement Amendments (CLIA) standards VHA Directive 1106, available at http://vaww1.va.gov/vhapublications/index.cfm, click Directives VHA Handbook 1106.01, Pathology and Laboratory Medicine Service Procedures, available at http://vaww1.va.gov/vhapublications/index.cfm, click Handbooks Privacy of Personal Health Information in accordance with HIPAA This notice is neither a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources only, and a solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
