Agency: Puget Sound Naval Shipyard & Intermediate Maintenance and Facility (PSNS&IMF) Special Notice: Sources Sought (SS) GENERAL INFORMATION This Sources Sought Notice is in support of market research being conducted by PSNS&IMF in Bremerton, Washington for developing a five-year aircraft carrier (CVN) Preservation Indefinite Delivery/ Indefinite Quantity (IDIQ) contract. The purpose of this SS is to solicit input via capability and experience statements from interested parties with the specialized capabilities necessary to perform CVN preservation work. In addition to using the resulting information from this SS for determining potential sources for information and planning purposes; it will also be used to assist the Government in determining whether this project will be a full and open competition or a small business set aside acquisition. This SS does not restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by PSNS&IMF for any purpose other than to gain the information requested. This notice is neither a Request for Proposal or Invitation for Bid. Unsolicited proposals will not be accepted. This notice is issued solely for information and planning purposes and does not constitute a promise to issue an RFP in the future. This SS does not commit the Government to contract for any supply or service whatsoever. Information provided in response to this announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Responding parties are also advised that all submissions become Government property and will not be returned. The responding parties are solely responsible for any costs associated with their response. The government will not reimburse any company or any individual for any expenses associated with preparation, submission, or participation in response to this notice. AIRCRAFT CARRIER (CVN) PRESERVATION WORK DESCRIPTION The CVN Preservation IDIQ Project requires a broad spectrum of preservation work including, but not limited to, surface preparation, coatings application and associated structural repairs for complete or touch-up preservation of U.S. Navy Aircraft Carrier interior and exterior surfaces. Preservation services may require access from interior or exterior of ship while waterborne or dry docked. Work will be typically performed at t Naval Base Kitsap, Bremerton or the PSNS&IMF Controlled Industrial Area (CIA) during the period of performance estimated from 2020 through 2025. The CVN Preservation IDIQ Project may also require the resultant contractor to perform preservation execution planning and integration efforts for aircraft carrier repair and maintenance availabilities. Typical work to be performed during CVN maintenance periods may include staging, containment, surface preparation, coating application and associated structural repairs for complete or partial preservation of the underwater hull, freeboard, catwalks, struts, rudders, running gear, ground tackle, and sea chests. The work may also include complete or partial preservation of ship tanks and spaces that require the ship to be in dry dock or waterborne with access gained from the dry dock floor or barges, through access cuts in the ships interior or exterior shell plating, This contract will include work that requires coordination and integration with other repair, modernization and maintenance work being performed by other public and private repair organizations. Typical preservation and associated structural repair services for aircraft carriers include: Underwater Hull (including domes, sea chests, rudders, anode shields), Freeboard Surfaces flight deck overhangs, sponsons, recess areas and platforms), Catwalks, JP-5, Potable Water and Ballast Tanks, Floodable Damage Control and Dry Voids, Ventilation Plenums, and Aircraft Elevators, Coating systems may include Single Coat High or Ultra High Solid, inorganic zinc, underwater hull antifouling, or anti-sweat interior coating systems as well as non-skid product installations on walking surfaces. Provide a statement that clearly describes how the Company is capable of successfully performing the work as a Prime or a Subcontractor. All interested parties shall have experiential knowledge in performing work according to the Joint Fleet Maintenance Manual, Naval Sea Systems Command (NAVSEA) Standard Items, and all prevailing regulations and policies for Naval ship maintenance work. The Statement of Capability must be signed by authorized personnel. Please note that a small business may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this sources sought must clearly discuss the areas that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. A Statement of Relevant Experience: Describe all relevant aircraft carrier (CVN) preservation work experience. Describe all relevant experience in performing naval surface ship preservation work. Describe all relevant experience in performing naval submarine preservation work. Part 3 - Responses, Communications, and Additional Considerations Companies may be contacted if the Government needs further information to fully understand the submitted responses. A representative to support the Government further inquiries and requests for clarification of the information provided is required to be included in the business information response. This notice is part of government market research, a continuous process for obtaining the latest information on sources and their current abilities. If it is determined to be a small business set-aside, FAR Clause 52.219-14, Limitations on Subcontracting, will apply. If market research leads to a decision to compete this requirement under full and open competition, IAW DFARS 215.304, the extent of small businesses participation shall be addressed in source selection. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.
