- VHA Center for Engineering & Occupational Safety and Health (CEOSH) Software-as-a-Service (SaaS) System Services Environmental Health Safety Auditing Software-as-a-Service (SaaS) System Services Environmental Health Safety Auditing This is a request for information (RFI) only. The Department of Veterans Affairs (VA) requires a single comprehensive, enterprise-wide Environmental Health and Safety (EH&S) auditing Software-as-a-Service (SaaS) system that meets the compliance auditing program and management systems. The Contractor shall provide all labor, materials, tools and equipment, training, maintenance, technical support, travel, project management and supervision required to provide access and support to this EH&S SaaS system. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the paragraphs below. Also, please indicate your company s socio-economic size status for North American Industry Classification System (NAICS) Code 541519 and 541512 (e.g. Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub-Zone Small Business) as well as include your company s DUNS. If Service-Disabled or Veteran Owned Small Business, is your company certified in VA s Vendor Information Pages (www.vip.vetbiz.gov) repository. It is also requested that the vendor respond to the following questions: Provide a summary of your technical approach (not to exceed 15 pages) for meeting the PWS requirements for Software-as-a-Service (SaaS) System Services Environmental Health Safety Auditing. Provide a Rough Order of Magnitude Estimate (ROM) for this requirement. Corporate experience or expertise in performing these services and specific examples or references. Specific examples or references provided must include the agency, point of contact, dollar value, and contract number. Has the draft PWS and any associated attachments provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES ______ NO (if No, answer question c) If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution. Please provide existing GSA schedule and/or GWAC contract information in which you are a contract holder that can be utilized to procure these services. Note: Small businesses should include intent and ability to meet set-aside requirements for performance of this effort, if applicable. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Responses are due by 4:00PM EST, November 07, 2018. (Email all responses to monica.green@va.gov)
