- The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to technical support corresponding to the DHI suite of software including MIKE SHE, MIKE 11, MIKE 21 and MIKE Flood to assist the Jacksonville District in implementation of the software. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611420 the size standard is $11.0 million dollars. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The purpose of this synopsis is to gain knowledge of potential sources with competitive marine radios present in industry, both small and large firms based on the size standard may reply. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Performance Work Statement: The Contractor will provide technical support corresponding to the DHI suite of software including MIKE SHE, MIKE 11, MIKE 21 and MIKE Flood to assist the Jacksonville District in implementation of the software. The Contractor may answer general questions about the use of the software; investigate issues encountered during implementation of the software for model development; and/or provide expert advice on the best approaches for modeling a given scenario. Time spent fixing software "bugs" discovered during review of an issue shall not be charged to this contract. The Contractor shall also provide services to execute hydraulic and hydrologic modeling tasks for water resources and related projects, including work related to flood damage reduction, water management operations, and ecosystem restoration. The hydraulic and hydrologic model tasks shall be completed using the DHI Suite of software. Tasks will include, but not be limited to: development of hydrologic and hydraulic models for water resources and related projects; data collection and data entry for model input; integrating various components to produce a working prototype or model of a system; simulation and modeling to test the feasibility of a concept; calibration and validation of model output against Government given criteria; execution of hydrologic and hydraulic models and submission of resulting output reports for Government engineering evaluation; configuration of models according to Government given parameters; and Quality Assurance/Quality Control of models, and reporting. These services do not include architect-engineer services as defined in the Brooks Act and FAR Part 2 or Part 36. The Government will serve as the Engineer of Record for the hydraulic and hydrologic modeling tasks and will maintain responsible charge over engineering decisions, consideration of alternatives, reviews, and approvals prior to their implementation, whenever engineering decisions might directly or indirectly affect real property, and/or the health, safety and welfare of the public. Additionally, the Contractor may be tasked with training the Government on the development of hydraulic and hydrologic models. Each task order will incorporate the expanded scope of work, which is specific to the services for that task order, in accordance with the services categories in the basic contract.
