This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 339112. The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: 1. Items Needed: The Thermedx ® FluidSmart ® Irrigation System for Urology (Quantity) (Part Number) (Description) (Quantity of 1) (P2000) (Fluid Management System) Salient Characteristics are: 1. Controllable pressure {30 150 mmHg (< 750 ml/min)} and flow rate which offers optimal visibility and field of view and procedural efficiency 2. Fluid Warming {37 40 degrees C} offering patient temperature maintenance 3. Unlimited Irrigation Capacity {10L initial capacity and uninterrupted bad changing} offering staff productivity 4. Redundant Safety Mechanisms {distal tubing pressure relief valve (relieves at 150mmHg), perforation alarm, I/O monitoring} offering patient safety 5. Simple Setup and Operation {touchscreen operation, luer-lock inflow tubing connection} offering staff proficiency. (Quantity of 1) (LL0002) (Luer Lock Set, Single Lumen) Salient Characteristics are: 1. One (1) inflow tubing complete set-up **This set up offers a single integrated solution to manage irrigation fluids during Cystoscopy, TURP, TURBT, Percutaneous Nephrolithotomy & Ureteroscopy. The Fluid Management System is intended for irrigation, distention, fluid warming, and fluid volume/deficit measurements in endoscopic procedures within urology. Fluids commonly used include 0.9% saline, lactated ringer s solution, 5% mannitol, 1.5% glycine, and sterile water. On the basis of the selected clinical discipline and procedure the system will enable procedure specific pressure, flow, warming, and/or deficit monitoring alarm values. This equipment will be used on patients requiring Percutaneous Nephrolithotomy (kidney stones) and Ureteroscopy Lithotripsy. This procurement is a brand-name only procurement. The Edward Hines Jr. VA Medical Center, located in Hines, Illinois has a need to acquire The Thermedx ® FluidSmart ® fluid management system and a Luer Lock Set, Single Lumen. The already existing Thermedx ® FluidSmart ® fluid management system has become non-functioning and cannot be fixed. This new Thermedx ® FluidSmart ® fluid management system is needed to keep the OR fully functioning and capable of working during Cystoscopy, TURP, TURBT, Percutaneous Nephrolithotomy & Ureteroscopy. The place of performance is Department of Veterans Affairs, Edward Hines Jr. VA Medical Center, 5000 South 5th Avenue, Hines, IL 60141-5000. ** To prevent Gray Market Items within the VA, the following is also placed within this sources sought notice:** (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.  (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.   THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. The applicable North American Classification System (NAICS) Code for this requirement is 339112 (Surgical and Medical Equipment Manufacturing), and the small business size standard is 1000 employees.
