Attachment 2 BPA Terms of Agreement Attachment 1 Schedule 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible number of responsible resources exist, to assist in determining if this effort can be competitive. This Sources Sought has one (1) North American Industry Classification Systems (NAICS) proposed. The NAICS Code for Network Materials is 423690 which has a corresponding size standard of employees 250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice for the PSC/FSCs identified. This is a sources sought for a Network Materials Blanket Purchase Agreement (BPA) for items prepared in accordance with FAR 13.303, which can be found at http://farsite.hill.af.mil/vmfara.htm or https://www.acquisition.gov/?q=browsefar. The Regional Contracting Command-Afghanistan (RCC-A) is conducting market research and a sources sought to determine the existence of potential and interested sources for a Network Materials BPA. The information in this notice is based on the best and most current information available to date and may be subject to change. This sources sought is not binding the Government to enter into any contract action. This sources sought is being issued as an invitation to all capable businesses that are interested in becoming prospective vendors on the BPA to provide various Network Materials. Prospective vendors are requested to submit the requested information that is listed in the sources sought below. The Agreements issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation (FAR), and Department of Defense FAR (DFARS). Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. The Government will not be issuing a formal Request for Proposal (RFP) because this notice will result in the creation of BPAs not a contract. This is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in this sources sought survey. Deliveries shall be FOB Destination to locations throughout the Combined Joint Operations Area (CJOA) Afghanistan with required delivery dates defined at each Call/Order level. All BPA Calls/Orders shall be issued on a firm fixed price basis. The Government's intent is to establish BPAs with several businesses. Individual Calls/Orders shall not exceed the Simplified Acquisition Threshold, current as of the time of the Call/Order. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to on-ramp/off-ramp vendors at any time throughout the life of the BPA. F or contractors who are mandated to register in S ystem for Award Management (SAM), in compliance with DFARS 252.232-7006, Wide Area Workflow (WAWF) Instructions (MAY 2013), the Government will utilize WAWF (https://wawf.eb.mil/) to electronically process vendor requests for payment. All companies seeking to do business with the Government under any BPA issued as a result of this sources sought must be registered in JCCS. INSTRUCTIONS 1. A document containing a description of the Network Materials the Government may be seeking in the future on a BPA is attached. Please respond to this survey using the provided document. This document must be submitted to Mr. George Shreves, Contracting Officer and Ms. Anita Maldonado, Contract Specialist at email centcom.bagram.usfor-a.mbx.rcc-a-service-team-1@mail.mil. 2. You are encouraged to provide any documentation to support your company's capability in meeting these requirements. Failure to provide this type of documentation may result in the Government being unable to adequately assess your capabilities to deliver these materials. 3. This survey is for full and open competition. Please provide your companies Cage Code. 4. The NAICS Code for Network Materials is 423690 which has a corresponding size standard of employees of 200. If you disagree that the NACIS Code listed above is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at 2 November 2018 at 4:00 P.M. Afghanistan Local Time. This date will not be extended. 5. Questions relative to this market survey should contain a phone number and email address for responses. 6. Please provide all responses to this survey - to include any questions or comments you might have - to the requiring activity no later than 1 November 2018 at 4:00 P.M. PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that are able to supply Network Materials BPA for project purposes. The schedule of materials to be provided is included in the attached document which is entitled, Attachment 1 Schedule of Network Materials BPA. Do not leave any blank areas on the Schedule of Network Materials BPA. All submitted responses to the Schedule of Network Materials BPA must be submitted in excel format and must include prices for all items.
