- Attachment 3- Pricing Schedule Rev 1 Attachment 2- SOW-- Planned and Emergency Travel Support -Rev 1 Amendment 1-Questions and answers Solicitation RFQ Notice, October 11, 2018 Solicitation Number: 19-100-SOL-0002 The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness & Response (ASPR), Office of Resource Management, Contracting and Grants, Washington, D.C., has a requirement for Planned and Emergency Travel Support. The NAICS Code for this requirement is 541611, Administrative Management and General Management Consulting Services. The business size standard is $15M size standard in millions of dollars. The product code is R799. This RFQ is solicited as a base period of twelve (12) months with four (4) twelve (12) month option periods, with an estimated start date of 1 December 2018. The contract type will be a Fixed Firm Price (FFP) with a Labor Hour (LH) surge labor CLIN. This requirement is a total 100% competitive set-side for 8(a) participants. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 13.5, Simplified Procedures for Certain Commercial Items. Award will be made based on the Government's determination of lowest price with acceptable past performance. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP and for frequently monitoring the site for any amendments. Offerors must be registered in the System for Award Management (SAM) by the time the solicitation closes. Offerors not submitting a fully completed proposal will be considered non-responsive and will not be considered for award. The solicitation number for this requirement is 19-100-SOL-0002. The closing date of the solicitation will be November 1, 2018 at 12:00 pm Eastern Standard Time (EST). Any questions must be submitted no later than October 22 2018 at 12:00 pm EST. No personal delivery, telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposals may render the offeror non-responsive. The anticipated contract award date is approximately mid- end of November 2018. This is a renewal contract. There is currently an incumbent for three full-time Travel Coordinators, and one full-time Team Leader/Project Manager. Three full-time Travel Coordinators are being added to the requirement (for a total of 6 Travel Coordinators), therefore these three added positions do not exist on the current contract.
