Description

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with Insitu, Inc. for a Cost-Plus-Fixed-Fee Delivery Order (DO) under Basic Ordering Agreement N00019-17-G-0001 for the procurement of radio integration services which include: (1) design and integration of the Small Command and Control (C2) Intelligence, Surveillance, and Reconnaissance (ISR) (SCISR) radio into the RQ-21A UAS, (2) tasking to fabricate RQ-21A components to incorporate SCISR, (3) fabrication of kits to modify Ground Segment components to support the SCISR radio, and (4) ground flight testing with the required spare parts to execute testing. This Delivery Order is anticipated to be a Cost-Plus-Fixed-Fee contract and will have a period of performance of approximately one (1) year. This Delivery Order will be funded with FY19 Research, Development. Test, & Evaluation funding. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Insitu, Inc. is the sole designer, developer, and manufacturer of the RQ-21A Blackjack, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government's requirement. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336411. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
