Description
J&A This new contract is in support of an emergency declaration that has been approved by the President on October 9, 2018, under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq. (the "Stafford Act") for the state of Florida resulting from Hurricane Michael. The products and services purchased will be used in recovery from major disaster declared by the President. This action will award a firm fixed price purchase order to Rubb, Inc. (CAGE Code 6Y093), 1 Rubb Lane Sanford, ME 04073-2231. NSWC-PCD LCAC project has an urgent need to repair customized structures used to house the LCAC vessel, which sustained damaged from Hurricane Michael. The equipment was designed specifically to provide cover for 6 LCAC and subsequently items related to the support of the LCAC. Rubb Inc. was the original manufacturer and has all of the proprietary data needed to fabricate the replacement fabric cover. To reverse-engineer the fabric templates would be extremely costly and time consuming which is not acceptable considering the emergency nature of the need to recover from Hurricane Michael. Further, delays can result in additional damage to items exposed long term to the environment. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments' best interest to award on a sole source basis to Rubb, Inc. $391,214 award with one option to fix doors and rollers as misc.
