AUCIS PWS Document This is a SOURCES SOUGHT/REQUEST FOR INFORMATION notice used for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The 42d Contracting Squadron, located at Maxwell AFB AL, is conducting market research for the Air University Commercial Internet Service (AUCIS), in order to establish wireless commercial internet access located in Air University (AU) facilities in both Maxwell and Gunter Annex. Interested sources must be capable, qualified, and experienced with providing services equal to the tasking of this requirement. Response to this Sources Sought notice is strictly voluntary and will not affect any participant's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. 1.0 Information Requested From Interested Sources: Request the following information be provided: a. Company name, address, point of contact, voice and fax telephone numbers and e-mail address. b. Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), North American Industry Classification System (NAICS), CAGE Code and DUNS Number. c. Provide references for at least three (3) contracts performed by your company that are the same or similar to this requirement. Include name, address, telephone number, and e-mail address for each reference. Also provide a brief description of the work performed, contract number, total contract value and period of performance. d. Describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective, if applicable. e. Provide a rough order of magnitude (ROM) for the requirement. The ROM should include estimates of cost, manpower (remote or on-site), time, and travel if needed (physical locations are limited to Montgomery, AL, and Dayton, OH). Prefer these estimates be framed by an explanation of how resources will be utilized to complete the requirement.   2.0 Description of AU Requirement: Air University (AU) requires a high-quality, contractor-managed, accredited, commercial internet service provided to approximately 7,000 users engaged in educational activities at 36 AU facilities on Maxwell AFB and Gunter Annex in Montgomery, AL. Facilities include the 36 facilities identified in Attachment 1 of this PWS. The contractor shall plan, install, secure, and maintain the infrastructure required to deliver services to the areas identified. Most areas require wireless service; however, there will be situations in which the Government determines that wired access is required. AU's faculty, students, and staff access the internet through the AF Network (AFNet) and the current Air University Commercial Internet Service (AUCIS). AFNet's controls and policies restrict AU's activities. In order to facilitate research and collaboration through the internet without jeopardizing the security of the AFNet, AU implemented AUCIS via contract FA330015C0018. AU wishes to expand AUCIS to implement new educational IT, curriculum development/delivery tools, cloud IT, etc. both locally and through the internet. To meet these requirements, AUCIS now requires security controls, accreditation, and an Authority to Operate (ATO). 3.0 DRAFT PERFORMANCE WORK STATEMENT (PWS): (Subject to change/alteration) See attachment: AUCIS Draft PWS 4.0 SUBMISSION INSTRUCTIONS: a. Submit responses electronically to: 42CONS.LGCB.Orgmail@us.af.mil b. Questions concerning the information provided in this sources sought RFI will be accepted only until 2 P.M. Central Standard Time (CST), 8 Nov to allow the Government adequate time to respond to interested sources before the RFI due date. c. All submissions become Government property and will not be returned. Any data marked as proprietary information will be handled according to Government procedures. d. An Industry Day is scheduled on Maxwell AFB, AL for Monday, 26 Nov 2018 at 9:00AM Central Daylight Time (CDT). Offerors should be at the Maxwell Blvd Gate, Visitor's Center at Maxwell AFB, AL at 8:00AM CDT to receive a visitor's pass. Please provide a list of all attendees and ensure they have their driver's license, proof of vehicle insurance, and vehicle registration.
