The Government's intent is to award a hybrid performance-based and non-performance based Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, with Cost Plus Fixed Fee (CPFF) term Level of Effort (LOE), CPFF completion, and Firm Fixed Price (FFP) task orders to the Offeror who provides the best overall value. The estimated award date is 15 February 2019. Description of Requirement: The Naval Air Warfare Center Aircraft Division (AIR-2.5.1.2) at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide technical support for the AD-4.11.4 SCMS Division. SCMS has technical authority over a number of C5ISR capabilities, including Mobile Deployable (MD) C5ISR products comprising of Special Operation Forces (SOF) and Consequence Management Vehicles, small craft, transportable communication systems, en-route communication systems, and intra-platform systems. The contractor shall provide operational systems customization and engineering/technical services for implementation, from concept through deployment, of MD systems. These products include legacy, current, and next generation MD systems and the program planning, design, development, integration/kitting, verification, logistics and in-service support of those systems, subsystems, and components. While contract performance will take place primarily at Continental United States (CONUS) locations, completion of some task orders will require travel to Outside Continental United States (OCONUS) locations. The goal of the contract is to obtain in-depth C5ISR expertise to provide SCMS customers, including Special Operation Forces (SOF), Homeland Security and other DOD and non-DOD agencies the ability to rapidly develop/employ C5ISR capabilities in support of the Global War on Terror. The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors about this requirement. This will be a Total Full and Open requirement. The solicitation number is N00421-16-R-0026. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $38,500,000.00. The Product Service Code (PSC) for this requirement is N058 - Installation of Equipment - Communication, Detection, and Coherent Radiation Equipment. This is a new requirement; however similar requirements have been fulfilled under the Communications-Electronic (C-E) Platforms, Equipment/Systems and Subsystems contract (N00421-17-C-0028).
