- Draft Automated Computer Time Service (ACTS) SOW Line Rotary Service for the Automated Computer Time Service (ACTS) In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(c)(3) this is a SOURCES SOUGHT FOR MARKET RESEARCH. This notice is a request for information to provide data for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting. Any responses received will not be used as a proposal. Respondents will not be notified of the Sources Sought evaluation results, nor will questions be addressed by the Government; however, an industry or small business conferences will be scheduled to exchange information about this future acquisition.. PLEASE NOTE THAT THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. A SOLICITATION OR DRAWINGS ARE NOT AVAILABLE AT THIS TIME. All parties are advised that the NIST will not pay for any information or any administrative costs associated with any response received because of this announcement. Any costs or expenses associated with the submission of information, in response to this announcement, will be the sole responsibility of the respondent. NIST, at its sole discretion, may contact any or all of the respondents to this Sources Sought and request additional information, or may conduct one-on-one discussions. The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), is soliciting for capability statements from all interested parties for the NIST site in Boulder, Colorado. The solicitation is planned to be posted in the winter of 2019 as a FIRM-FIXED-PRICE award anticipated for the winter of 2019 (fiscal year 2019). This project schedule is to be a Base and four one-year options. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible Contractors. Small business, Section 8(a), HUB-Zone, and SDVOSB businesses are highly encouraged to participate. NIST seeks innovative and forward-thinking input from industry on technical solutions, reduction in lifecycle costs, contractual approaches, and creative financing solutions that provide the best overall value to the Government.
