Sources Sought Announcement for Construction of Long Term Equipment Maintenance Complex at Powidz Air Base, Poland for USACE Europe District This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220 Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE : Powidz Air Base, Poland 4. ANTICIPATED PROJECT TITLE: Long Term Equipment Maintenance Complex at Powidz Air Base, Poland 5. ACQUISITION INFORMATION: NAU anticipates soliciting and awarding a single Stand Along (C-Type) contract for the construction of the facilities at Long Term Equipment Maintenance Complex project at Powidz Air Base, Poland. Estimated magnitude of construction is between $100,000,000 and $250,000,000. The period of performance is anticipated to be 920 calendar days from issuance of the Notice to Proceed. This acquisition will be an unrestricted action under full and open competitive conditions, open to all eligible firms located in the North American Treaty Organization (NATO) member nations. Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms located in the NATO nations are invited to take part in this requirement. 6. PROJECT DESCRIPTION: The work includes the construction of the facilities located at the Long Term Equipment Storage Maintenance Complex (LTESM-C) on Powidz Air Base, Poland. The site is approximately 39-hectares and is located in a remote area. It is anticipated that a man-camp may be required for this project along with a dedicated concrete batch plant. The complex consists of the following facilities and associated site work. • Vehicle Maintenance Building approximately 8,600 square meters • Five Controlled Humidity Warehouses with each warehouse approximately 12,000 square meters in size for a total of 60,000 square meters. • Two Vehicle Maintenance Storage Buildings totaling approximately 1,650 square meters • Washrack / Brake Test Facility Building approximately 1350 square meters • Small Administration Facility approximately 650 square meters along with an inspection canopy and Guard Shack. • Operational Storage Facility Building approximately 5,750 square meters • Vehicle Assembly Point Pavement approximately 20,550 square meters • Install Information Systems/Security System and Electronic Security System • Construct Site Concrete Paving approximately 179,250 square meters • POL Facility and Hazardous Material Storage Building • Supply a Wheel Mounted Crane Construct Vehicle Maintenance Building. The building is a two-story cast-in-place concrete frame structure with reinforced concrete masonry unit back-up walls and exterior insulated meal wall panels. It includes, but is not limited to: • Paint and blast booths with paint storage, mixing and ancillary equipment, drying/preparation areas, toilets and telecom room • 20 repair bays (10 per side) with two 30 ton overhead bridge cranes, exterior overhead canopies • Welding/machine shop, communications repair shop, battery storage room, and administration area • Breakroom, latrines, first aid and wellness rooms, corridors, stairways and an elevator • Upper level open and walled administration offices, conference room, training room and latrine • Metal roof deck, insulation and standing seam metal roofing • Exterior CMU with insulated metal panels • HVAC systems, compressed air system, lubrication system, domestic water, sanitary sewer, indirect waste and storm drains • Transformers, power distribution equipment, power supplies, lockable generator connections • Building Management System • Area Distribution Node, and telecommunications systems Construct five Controlled Humidity Warehouses. The warehouses are single story, high bay, pre-engineered structures with concrete floor slabs. Each warehouse includes, but is not limited to: • Vehicle storage, mechanical, electrical, telecomm and fire protection rooms, an office, unisex latrine and janitor's room • Metal roof deck, insulation and standing seam metal roofing with pre-engineered metal roof purlins • Masonry veneer base walls with insulated metal wall panels above attached to the pre-engineered structure • Translucent roof skylights with security bars to provide natural daylighting • Motorized overhead coiling doors at the ends of each bay • HVAC system, dehumidification system, roof intake vents, domestic water, sanitary sewer, trench drains, storm drains • Transformers, power distribution equipment, power supplies, lockable generator connections • Building Management System • Single telecommunications room and remote telecom cabinets Construct two Vehicle Maintenance Storage Buildings. The buildings are three sided, pre-engineered enclosures with concrete floor slabs. They include, but are not limited to: • Metal roof deck with standing seam metal roofing • Ground-face masonry base with uninsulated metal panels • Secure cage provided in half of a bay of one of the structures to store gas cylinders • Transformers, power distribution equipment, power supplies, lockable generator connections Construct Washrack/Brake Test Facility Building. The building is a single story, high bay pre-engineered structure with a concrete floor slab. It includes, but is not limited to: • Heated building with three bays • Two bays with elevated wash pads and one bay with wash pad on grade • Enclosed heated bay with a concrete pad at grade for brake testing • Two sided covered bay with concrete pad at grade for vehicle scales • Metal roof deck, insulation and standing seam metal roofing with pre-engineered metal roof purlins • Masonry veneer base walls with insulated metal wall panels above attached to the pre-engineered structure • Translucent roof skylights to provide natural daylighting • HVAC systems, compressed air system, domestic water, and storm drains • Transformers, power distribution equipment, power supplies, lockable generator connections • Building Management System • Single telecommunications room Construct Administration Facility, Canopy, Guard Shack. The Administration Facility is a single story masonry building with a concrete floor slab. The structures include, but are not limited to: • Masonry bearing walls with a masonry veneer base and insulated metal panels • Metal roof deck, insulation and standing seam metal roofing steel roof trusses • Accommodations for ten personnel, staff latrine and small kitchenette, a process waiting area with a controlled exit vestibule • HVAC system, domestic water, sanitary sewer, indirect waste and storm drains • Transformers, power distribution equipment, power supplies, lockable generator connections • Building Management System • Single telecommunications room • Pre-fabricated guard booth • Search canopy that covers guard booth and entry lanes Construct Operational Storage Facility Building. The building is a combination of pre-engineered and conventional steel-framed construction with a concrete floor slab. It includes, but is not limited to: • Administration portion of the building constructed at grade level with steel frame and concrete masonry infill walls • Warehouse functions of the building constructed on a raised slab above grade with a pre-engineered metal building • Break room, latrines, a medical storage function and a cage storage area • Metal roof deck, insulation and standing seam metal roofing steel roof trusses • HVAC system, compressed air system, lubrication oil supplies, domestic water, sanitary sewer, indirect waste and storm drains • Transformers, power distribution equipment, power supplies, lockable generator connections • Building Management System • Telecommunications rooms Construct security features associated with the Fire Pump House Building. It includes, but is not limited to: • Telecommunication cabinet, fiber optic and copper cabling • Security controller with enclosure and tamper switch, telecom enclosure tamper switch, access control card reader and associated door hardware, security cameras, security network switch • Building interior and exterior signage • Fire Pump House Building will be installed as part of a separate contract Construct Site Features. Including but not limited to; • Site grading • Utilities • Security fence • Lighting • Concrete pavement Install information system, security system and electronic security system. Work includes, but is not limited to: • Sensors, operating consoles and other head-end equipment. • Assessment cameras, monitors, audio/video devices (monitors, sound subsystems, video projectors/recorders. Construct POL Facility and Hazardous Material Storage Buildings. Supply wheel mounted crane equipment. 7. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. However, the contract award will be limited to firms within the NATO member nations. This requirement is applicable to the prime contractor, all subcontractors, joint venture partners, and all other individuals that will be working on this project. 8. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 9. SUBMISSIONS: Capabilities Statement should include: • Firm's Name, address(es), English speaking point of contact, phone number and e-mail address • Firm's interest in proposing on the solicitation when it is issued • Firm's Cage Code and DUNS number. • Evidence of Bonding Capability: o For U.S. Firms provide the following:  Name of Surety  Capacity for single contract expressed in dollars o For all other NATO member country firms provide the following:  List of current Bank Letters of Assurance (BLA) and Bank Letters of Guarantee (BLG) and the amounts for each  Intended Bank that will be used to obtain the BLA and BLG for this contract • Firm's capability to perform contract(s) of this magnitude and complexity within the past 10 years to include the following information: o Brief description of projects (no more than five projects) o Customer name o Timeliness of performance o Customer satisfaction o Dollar value of the project • Firm's Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable o Include Cage Code or System for Award Management (SAM) information/registration, if available Please limit responses to 20 pages. 10.
