Description
SEEKING INTEREST IN POTENTIAL PUBLIC/PRIVATE PARTNERSHIPS ON DISCOVERY, ACCESS AND USE OF LARGE EARTH SCIENCE DATASETS 1.PURPOSE OF THE NOTICE The National Aeronautics and Space Administration (NASA) is seeking potential partnerships from the private sector working in the area of Big Data and Cloud Computing to address data discovery, access and use challenges specifically related to large volumes of Earth Science data. This notice is issued by NASA's Marshall Space Flight Center in Huntsville, Alabama which supports the Earth Science Data Systems (ESDS) Program within the National Aeronautics and Space Administration (NASA) Science Mission Directorate. NASA seeks, through this notice, to (1) provide the private industry with a broad awareness and visibility of opportunities to partner with NASA in the use of its large Earth Science Data Set archive; and (2) obtain responses, in the form of Partnership Plans, from the private industry who have a specific interest in establishing an agreement with NASA to enable discovery, access and use of its large archive of Earth Science datasets. NASA may select potential partners with which to have additional discussions regarding possible public-private partnerships. NASA will enter into a partnership only if deemed in the Government's best interests. This notice is to identify interested parties. Responses to this Notice of Availability (NOA) place NASA under no obligation to proceed with any partnering agreements. 2. Background The ESDS Program is responsible for managing vast amounts of NASA's Earth science data as well as developing data system capabilities optimized to support rigorous science investigations and the unique needs of multiple science disciplines. The ESDS Program provides consistent harmonized services for data, metadata, and services to facilitate interdisciplinary Earth science investigations. The goal of the program is to oversee the lifecycle of Earth science data with the scientific return of NASA's missions and experiments for research and applied scientists, decision makers, and the society at large. The program oversees the processing of instrument data to create long term Earth System Data Records (ESDRs) and continually engages with all members of the Earth science community to evolve the data systems. The ESDS Program ensures that data, ancillary information, and tools are free and open to all users. Rapid technology developments are changing the conduct of data-driven research in the Earth science community. Sensor improvements, accelerated data gathering rates, and variability in types of data are all contributing to the Big Data phenomenon. The emergence of Cloud Computing now enables processing, storing and analyses to scale to extremely large datasets. Infrastructures are no longer limited to hardware constraints and could now provide a suite of potential services to both process and make Earth science data analysis-ready. This NOA seeks input from interested partners in the private sector working in the area of Big Data and Cloud Computing to partner with NASA to investigate new strategies to enable discovery, access and use of high value NASA Earth Science data sets on the cloud along with complementary data sets from other collaborating agencies. In addition, the potential partnership will also be used to identify gaps and capabilities required to enable new methods to search, access and use these datasets on the cloud. 3. Available Resources Data systems overseen by the ESDS Program actively manages 1.2 Petabytes of Earth Science data. This data is openly available to all and distributed to a world-wide community of users. For the research objectives of this proposed partnership, NASA will provide its scientific data stewardship expertise for a subset of high demand datasets from a variety of instruments. Datasets will include, but not restricted or limited to, information from instruments such as MODIS (or Moderate Resolution Imaging Spectroradiometer) and Visible Infrared Imaging Radiometer Suite (VIIRS). MODIS is key instrument aboard the Terra and Aqua satellites which views the Earth's surface every 1 to 2 days, acquiring data in 36 spectral bands, or groups of wavelengths (see MODIS Technical Specifications). This data is widely used to understand global dynamics, land, ocean and atmospheric processes as well as applications with direct societal benefits. VIIRS, a scanning radiometer, collects visible and infrared imagery and radiometric measurements of the land, atmosphere, cryosphere, and oceans. VIIRS data is used to measure cloud and aerosol properties, ocean color, sea and land surface temperature, ice motion and temperature, fires, and Earth's albedo. 4. Submission of Partnership Plans Respondents wishing to partner with NASA in the discovery, access and use of large Earth science datasets, described above, should submit a partnership plan to the NASA Point of Contact designated in the Instructions for Response section below. The partnership plan shall provide enough information for NASA to understand the general parameters of the plan and include, as a minimum, the following information: ●Name of respondent and contact information (institutional affiliation, email address, telephone number, etc.). ●Description of the potential partnership plan between NASA and your organization that can be developed or implemented. This information should include a description of a joint investigation that would be mutually beneficial to NASA as well as the partner. The description should also include how cloud computing would enable discovery, access or use of NASA Earth Science data. ●Description of resources being allocated to the partnership plan NASA and the respondent may further develop the partnership plan through discussions. However, respondents are cautioned that NASA does not have an obligation to enter into any discussions with respect to a partnership plan. NASA will not consider responses that: ●Are deemed incompatible with NASA ESDS Program's objectives ●Propose transfer of data ownership ●Are otherwise considered, in NASA's sole discretion, not to be in the best interest of the government 5. Government's Right to Apply Criteria NASA reserves the right to apply criteria for assessing the "best fit". Such criteria may include, but not be limited to: ●Compatibility with other ongoing and planned projects within ESDS Program; ●Returns to ESDS Program, NASA and other U.S. Government interests; ●Extent of alignment with the advancement of the NASA's Science Mission Directorate; ●Risks to NASA and other U.S Government interest; and ●Exclusivity with one partnership plan in the case where only one submission is received during the allotted time frame given 6. Follow-on Agreement NASA may select potential partners with which to have additional discussions regarding possible public-private partnerships. This notice may be used to set up a non-reimbursable agreement, with potential partners, to jointly work on mutually beneficial activities that further the Agency's Missions. 7. Additional Information No solicitation exists; therefore, do not request a copy of solicitation. Additional information, if forthcoming, will be synopsized through FedBizOpps. It is the responsibility of potential users to monitor for the release of any additional information or synopsis. All material included in the NOA response is confidential and non-binding to the respondent and information will be used by NASA for information and planning purposes only. It is not NASA's intent to publicly disclose proprietary information obtained through this NOA; there¬fore, if proprietary information is included, it should be clearly marked. Consistent with its statutory obligations and to the extent permitted under the Freedom of Information Act, NASA will protect such data from public disclosure. This NOA should not be construed as a commitment by the Government to enter into any contract or agreement, or negotiation of any contract or agreement. NASA will not pay for information solicited. Respondents shall not be notified of responses or the results of any evaluations. The terms "partner" and "partnership" are used in the informal, generic sense, and are not intended to denote any kind of general partnership, limited partnership, joint venture, or any kind of formal business organization. 8. Instructions for Response Responses to this NOA must be submitted no later than 11:59pm Eastern Time on November 29th 2018. All responses to this NOA will be in the form of a PDF document that must be submitted in electronic form via email to Sam Ortega at sam.ortega@nasa.gov and cc: to Whitney Young at whitney.young@nasa.gov. The response should include subject line "Partnerships on discovery, access and use of Earth science datasets - NOA" and not exceed two pages in length and must contain a minimum of font size of 12. Responses should also include name, address, email address, and phone number of responding individual, company or organization.
