Description
SOURCES SOUGHT SYNOPSIS THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure the bulk propane on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. Responses to this Sources Sought from Large Businesses are not required at this time. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Mission and Installation Contracting Command, Fort Bragg (MICC-FB). This Sources Sought is intended strictly for market research and the purpose of this Sources Sought is to determine the interest and capability of potentially qualified small business concerns, relative to the North American Industry Classification Code (NAICS) 325120 - Industrial Gas Manufacturing, with a size standard of 1,000. Responses to this Sources Sought are not Offers and cannot be accepted by the Government to form a binding contract. Offerors are reminded that only Contracting Officers are authorized to commit the Government to the obligation of funds. A formal Solicitation does not exist at this time; not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. MICC-FB received a request for bulk propane to be delivered to approximately 77 Government-owned propane tanks located on Fort Bragg, Camp MacKall, Pope and Simmons Army Airfield, North Carolina. The Government anticipates establishing a single Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract consisting of a basic ordering period of one (1) year and four one (1)-year optional ordering periods. It is the Government's intent to order approximately 300,000 gallons of propane each year, approximately 25,000 gallons a month, with a two (2)-hour expected delivery timeframe. The contractor is expected to refill the Government-owned propane tanks, which range in size from 57 gallons to 18,000 gallon tanks on a monthly basis. A continuing need is anticipated for the bulk propane requirement which is currently being fulfilled through current contract W91247-14-D-0003. THIS IS NOT A REQUEST FOR TECHNICAL OR COST/PRICE PROPOSALS. The Government will not award a contract based on this Sources Sought nor reimburse participants for information provided. This is a request for small businesses interested in serving as prime contractors to submit a brief capability statement demonstrating how they could potentially meet the requirements briefly described herein. Submission shall be limited to no more than two (2) pages and sent electronically to Contract Specialist, Quentin Williams at Quentin.williams.civ@mail.mil. Standard brochures will not be considered a sufficient response to this Sources Sought request. Information provided will not be used as a part of any subsequent Solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary by nature. All questions are listed below. In response to this sources sought, please provide (2 page limit): 1) Provide your Company name; Point of Contact information (address, telephone, facsimile, e-mail); DUNS number; CAGE code; and Small Business status (i.e., Small Business, Small Disadvantaged Business, HUBZone, Small Disadvantaged Veteran Owned Business, etc.). 2) Provide the number of years in business, affiliate information: parent company, joint venture partners, and potential teaming partners. 3) If this acquisition is set-aside for small business concerns, FAR Clause 52.219-14, Limitations on Subcontracting, will be applied at the contract level. Accordingly, identify what percentage of work your business intends on performing as the prime contractor. 4) Address your experience, within the past five (5) years, what the likelihood of your firm being able to perform is, include any possible challenges you would be faced with, and how you plan to overcome those challenges. 5) If your firm holds a Federal Supply Schedule (FSS) Contract, and if so, please list the GSA Contract Number and relevant SINS. 6) Recommendations to improve the approach to acquiring the identified items. 7) Capabilities/Qualifications: A short written response providing clear and unambiguous statement providing your company's capacity to fulfill this requirement as briefly described herein. Capability statements are due no later than 5:00 p.m. on Tuesday, November 6, 2018. An electronic copy should be emailed directly to Mr. Quentin Williams, Contract Specialist at quentin.williams.civ@mail.mil. The Government does not anticipate providing individual responses to contractor inquiries; however, the Government will review and consider all comments for possible use in the development of any upcoming Solicitation for the subject supply requirement. Any questions regarding this Sources Sought shall be in writing and sent electronically to Mr. Quentin Williams at Quentin.williams.civ@mail.mil. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
