- Sources Sought Synopsis (Request for Interested Manufacturers) FROM: 407 SCMS/GULB Common Avionics Supply Chain Management Squadron Air Force Sustainment Center Robins AFB, GA TO: DLA Aviation Procurement Operations at Warner Robins LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers SUBJECT: The 407 th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre solicitation Conference. The government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications. The following Items is being researched: Indicator, Height-RA, NSN 5841-01-193-6436CW, PN 2070964-0106. ITEM DESCRIPTION The purpose of the PPI-1TB(M) Weather Radar Indicator is to provide a high resolution color display of enroute weather and ground mapping information within the area scanned by the radar antenna. The PPI-1TB(M) is powered by primary input voltages of 115 VAC from the aircraft's power source and 5 VAC from the aircraft's lighting bus. For complete radar indicator operation, video data and a trigger pulse must be supplied from the Receiver-transmitter (RT) unit, azimuth synchro data must be supplied from the radar antenna, and off/on power selection must be supplied from the control panel. The radar indicator processes these signals and provides a three-color display (green, yellow, and red in the weather mode or blue, yellow, and red in the map modes). The Indicator is utilized on the APS-133 system for the E4B. This NSN is crucial for maintaining operations and training. Impediment to Competition: The original equipment manufacturer for these items is Honeywell. Effective 06 September 2005, Honeywell and Ontic entered into an Asset Purchase and Licensing Agreement granting Ontic CAGE 45934 and its divisions, affiliates and subsidiaries an exclusive, nontransferable license, subject to certain terms and conditions in the Licensing Agreement to manufacture and have manufactured by subcontractors for Ontic' s own use, to use, sell and support the Product. The Government does not have the rights to the data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Ontic is the only known source with adequate knowledge of the above NSN for performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Ontic International Inc. for the acquisition of the above NSN in support of the FMS E-4B aircraft platform. This NSN is crucial for maintaining operations and training. Other interested parties may identify their interest and capability to respond to the requirement no later than November 9, 2018 to dla.dlr.proc@us.af.mil and/or Charles Bentley Charles.Bentley.6.ctr@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
