Description
FBO SYNOPSIS: V-22 Anti-Ice Valve Testing The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to Meggitt Control Systems, North Hollywood, CA, using Simplified Acquisition Procedures (SAP) under FAR Part 13.106-1(b) to procure contamination testing of a proprietary manufactured ball-type valve design in support of an independent analysis of reliability improvement solutions to the V-22 engine anti-icing system. The V-22 aircraft routinely operates in highly contaminated austere (sand/dust) environments. As a result, the engine anti-ice valve is exposed to extremely high levels of contaminants. As the sole designer, developer, and manufacturer of an existing proprietary ball-type regulating valve that meets the size, weight, and performance requirements for the V-22 aircraft engine, Meggitt is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein to include proprietary testing hardware and test protocols with the specific purpose of testing V-22 anti-ice valves. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. This notice of intent is not a request for competitive proposals, however all responsible sources may submit their technical capability in writing within fifteen days after the date of publication of this synopsis which will be considered by NAVAIR as part of market research. No additional information is available to provide and the Government will not reimburse for any information received.
