Description

The Department of Veterans Affairs Integrated Service Network (VISN) 2 is proposing to issue a sole source AE contract to: EC4B Engineering PC 15 Schoen Pl. Ste 300 Rochester, NY 14534 This proposed sole source contract is for the procurement of the remaining AE Part II construction services and Part III site visits for the Emergency Generator and Switchgear Replacement, Project #528A4-13-201, at the Batavia, NY VA Medical Center. The proposed contract action will be a firm fixed priced contract. The NAICS Code is 541330 with a size standard of $15.0 Million. The design for this project was completed by EC4B Engineering, PC. As such, EC4B Engineering, PC remains professionally liable/responsible for the completeness and accuracy of the design. The Government believes EC4B Engineering, PC is the only firm that can answer requests for information with respect to their design, approve material submittals, be responsible for any design deficiencies discovered at no cost to the Government and conduct site visits to ensure the construction is being performed in accordance with the drawings and specifications of their design. This notice is NOT a solicitation announcement, request for competitive quotes,, request for proposals and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. However, if any firm within a 250-mile radius of the VA Medical Center, 3495 Bailey Ave. Buffalo, NY believes that it possesses the capability of reviewing the existing design at no cost, providing the services required and will accept the professional liability of design, you may give email notification no later than Friday, November 9, 2018 at 1PM EST. Send capability to: Davidm.Esmay@va.gov Telephone requests/inquiries will not be honored. The Government will not be responsible for any costs associated with the preparation of responses to this announcement. Responses received will be evaluated and a determination by the Government not to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, the VA will proceed with a sole source award with EC4B Engineering, PC.
