It is prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," per FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation document will not be issued. 1.2 This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. This requirement is being solicited as full and open competition. 1.3 The associated NAICS code is 611710 and this procurement: 1 is not being set-aside for small businesses. 0 is being set-aside for small businesses. 1.4 Peace Corps requires an off-the-shelf curricula to be slightly modified by an educational consultant specifically to Peace Corps volunteers and counterparts needs. The Consultant shall work directly with the Office of Overseas Programming and Training (OPATS) to tailor the curricula to best meet the end users' needs. Guidance will be provided by Peace Corps' Sector Specialists based on an outline and evidence-based resources provided by Peace Corps. Guidance will be provided in conjunction with the award. Issuance of this solicitation does not obligate the Peace Corps to award a contract. Peace Corps shall not pay any cost associated with the preparation or submission of a quote. SECTION II: STATEMENT OF WORK 2.1 BACKGROUND Peace Corps is an independent civilian executive agency of the federal government established in 1961 by President John F. Kennedy to promote world peace and friendship through the service of American Volunteers abroad. The three primary Peace Corps goals established in the founding legislation are: • Improve the lives of people through grassroots assistance, • Foster a better understanding of Americans on the part of the people served, and • Foster a better understanding of other people on the part of Americans. Under the Global Education Framework (GEF) Agreement with the United States Agency for International Development (USAID), Peace Corps received funding to create a toolkit for use by Peace Corps Volunteers and counterparts including teachers, school administrators, counselors and other resource personnel who seek to create safe, student-friendly learning environments that support students' holistic development and enable them to thrive and succeed. This toolkit is intended to reflect current thinking on positive youth development (PYD) as outlined in USAID's Systematic Review of Positive Youth Development (http://www.youthpower.org/systematic-review-pyd-lmics), support for life skills and agency, and evidence-based practices for strengthening social and emotional learning (SEL) for children and youth reflecting the five (5) core competencies outlined by the Collaborative for Academic, Social, and Emotional Learning (https://casel.org/). It is also meant to complement the Student-Friendly Schools (SFS) curricula currently used by Peace Corps. SFS is a resource to train Volunteers and counterparts around gender-based violence, making linkages between SEL and PYD approaches and outcomes related to educational achievement for girls and boys, healthy peer relationships, decreased violence and a range of other social and developmental outcomes. 2.2 TECHNICAL REQUIREMENTS 2.2.1 Curricula a. Off-the-shelf, ready-to-use curricula differentiated into three (3) grade level tiers. Curricula must include specific lessons and activities for teachers and others involved in supporting a safe, friendly learning environment for students to promote life skills, PYD and SEL concepts in classrooms and schools. Each session should take approximately one (1) hour. b. Approaches integrated into the curricula should reflect USAID's Systematic Review of PYD (http://www.youthpower.org/systematic-review-pyd-lmics) and the SEL core competencies outlined by the Collaborative for Academic, Social, and Emotional Learning (https://casel.org/): self-awareness, self-management, social awareness, relationship skills and responsible decision making. c. Activities should be appropriate (or adaptable) for different ages (K-2, 3-5, 6-8) and stages of development as well as for both sexes/genders. d. Activities should be relevant, engaging, and varied, utilizing a range of learning activities and styles and are appropriate for low-resource contexts, interchangeable, easy to access. e. Lessons should be fully scripted and all the information needed to quickly and easily prepare for teaching with little or no training or expertise. Video tutorial with script preferred. f. Curricula should incorporate a strong emphasis on addressing gender norms and expectations and fostering healthier and more gender equitable communication and dynamics within families, relationships and communities. g. Activities should incorporate mindfulness, cognitive behavioral theory and neuroscience (brain-based learning). h. Curricula should clearly link SEL and PYD approaches to outcomes of interest including educational achievement for girls and boys, decreased violence, healthy peer relationships, increased sense of agency and self-esteem and other social and developmental outcomes. i. Short, introductory paragraphs for the sessions - no more than a few sentence each - that highlight how activities might need to be modified based on context that offers specific guidance for how activities can be integrated across the specific Peace Corps Volunteer (PCV) cycle, across the range of formal and informal activities carried out by PCVs with youth in their communities, and across all six (6) programming sectors. Activities should not need to be modified, but possible alternatives for cultural and resource context should be provided. 2.2.2 Consultant a. A Bachelor's degree in Education, Childhood Development, or related field. Master's degree preferred. b. Demonstrated experience regarding the role and impact of gender-based violence in schools and gender-equitable teaching practices that promote safe, violence-free learning environments for girls and boys. c. Demonstrated experience understanding of PYD, SEL, and related evidence-based approaches for strengthening life skills for children and youth, girls and boys. d. Minimum three (3) years' experience in developing youth-focused learning materials and hands-on methodologies. e. Minimum two (2) years' experience teaching in low-resource/development context, preferably at primary level. f. Peace Corps experience preferred. 2.2.3 Deliverables Weekly meetings (in person or virtual) and written status updates are necessary to meet the final deadline. Written updates are due to the every Friday to a designated staff member on the Office of Overseas Programming and Training Team until the deliverable has been met. The final deliverables are due approximately due ten (10) weeks from the date of award to the designated Peace Corps Overseas Programming and Training Team member. This procurement is a FAR Part 12 acquisition being conducted under FAR Subpart 13.5 Accordingly, simplified acquisitions procedures apply. After receipt of quotes, the Government may without notice, negotiate with and, if desired, seek a quote revision from as many or as few quoters as it, in its discretion, deems appropriate. b. The Government will award to the offerors whose technical quote establishes that it can meet the needs of the Government. Among offerors in this category, the Government considers technical capability, quality of samples and past performance to be significantly more important than price. The proposed price must be considered reasonable and must reflect the offerors technical capability. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (End of clause) The following full text clauses are being incorporated. 5. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the RFQ. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Vendor within 5 days prior to expiration of the contract. 52.233-2 SERVICE OF PROTEST (SEP 2006) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accountability Office (GAO), shall be electronically served on the Contracting Officer at kcannon@peacecorps.gov by obtaining written and dated acknowledgment of receipt from the Contracting Officer in the form of an email confirmation of receipt. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. The following agency level policies and procedures are being incorporated into this requirement: 6. INVOICING PROCEDURES (a) Invoice Format The format of the invoice and/or accompanying documentation shall be agreed on between the Technical Point of Contact (TPOC) and the Vendor. The Vendor shall submit invoices monthly and render an electronic copy to: ATTN: OGAP GAPdomesticinvoice@peacecorps.gov. For questions regarding payments, please send an email inquiry, including the invoice number, billed amount and date sent to Disbursing@peacecorps.gov. (b) Invoice Information The invoice shall include, but not be limited to, the following information: (1) Name and address of the Vendor (2) Invoice date and invoice number (3) Period of performance covered by the invoice (4) Description, price(s), date of service, and quantity(ies) of services and supplies for which payment is being requested (5) Shipping and payment terms, if any (6) EFT account/payment information (7) Costs incurred under the current voucher or costs incurred to date (cumulative) (8) Signature of the Vendor's authorized representative (9) Vendor's Tax Identification Number (TIN) (c) Invoice Certification Upon receipt of the invoices, the Peace Corps will check the invoices for correctness and appropriateness of the charges and will ensure that chargeable items appearing on the invoices have been formally accepted by the Peace Corps. In the event that the Peace Corps discovers any discrepancies in the invoice, the Peace Corps Contracting Officer and TPOC will, in addition to following the requirements of the Prompt Payment Act, take steps necessary to resolve the discrepancies with the Vendor. (d) Invoice Payment For the purposes of this subsection, "invoice payment" is a Government disbursement of moneys to the Vendor under this order for products and/or services which are formally accepted by the Government. Invoices are payable in accordance with the requirements of the Prompt Payment Act. Payment will be considered as being made on the day the electronic funds transfer is made. (e) Invoice Requirements Invoices shall be submitted in accordance with FAR 52.212-4(g). In the event of an inconsistency between this contract and the Vendor's invoice, the provisions and clauses herein shall take precedence. 7. USE OF PEACE CORPS NAME AND LOGO The Vendor shall make no publicity announcements or issue other public relations or promotional materials mentioning the Vendor's connection with Peace Corps without first consulting with the Contracting Officer. 8. RESTRICTION ON ADVERTISING The Vendor shall not refer to this in commercial advertising or similar promotions in such a manner as to state or imply that the product or service provided is endorsed or preferred by the Peace Corps, or any other element of the Federal Government, or is considered by these entities to be superior to other products or services. Any advertisement by the Vendor shall contain the following statement: "This advertisement is neither paid for nor sponsored, in whole or in part, by any element of the United States Government." 9. INDIVIDUALS/ENTITIES ENGAGED IN INTELLIGENCE ACTIVITIES It is the policy of Peace Corps to exclude from engagement via contractual relationship, including subcontracts, any individuals who have engaged in intelligence activity or related work or who have been employed by or connected with an intelligence agency either directly or indirectly (i.e. Blanket Purchase Agreement). 10. RELEASE OF CLAIMS At the conclusion of contract, and prior to final payment, the Vendor shall furnish to the Contracting Officer, a release of claims against the United States, other than claims specifically excepted from the operation of the release. Copies of the required form may be obtained from the Contracting Officer. 11. FREEDOM OF INFORMATION ACT REQUESTS Before responding to Freedom of Information Act ( FOIA) requests, the Government will permit the contractor to have an opportunity to explain why it believes some or all of the relevant parts of the technical proposal incorporated by reference in this contract may be exempt from release under the FOIA. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to make a single award as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
