- Contract Security Classification Specification Postal Service Operations -Afghanistan The Regional Contracting Center-Afghanistan (RCC-A) Army Contracting Command-Afghanistan (ACC-A) has a requirement for Postal Service Operations - Afghanistan under W91B4N-19-R-5005. The Contractor shall operate Army Post Offices (APOs), Satellite Army Post Offices (SAPOs), Military Address Only (MAOs) in Afghanistan capable of providing support to United States Armed Forces and authorized customers on Bagram Airfield (BAF) (one APO and Warrior Retrograde Facility), Kandahar Airfield (KAF), Hamid Karzai International Airport (HKIA), Resolute Support Headquarters (RS HQ), New Kabul Cluster (NKC), Camp Fenty and Camp Dahlke. This will be an unrestricted procurement. It is the Government's intent to issue a Firm-Fixed Price type contract. The NAICS code is 491-Postal Services/491110. Interested sources are responsible for downloading the Request for Proposal (RFP), documents and any future amendments from the website. All responses will be sent to the email identified in the RFP. Vendors that want to participate and submit a proposal in response to this solicitation must have an active Joint Contracting and Contingency Services(JCCS) registration. All offerors (prime and sub-contractors) shall be registered in JCCS at time of proposal. JCCS information and registration can be accomplished at: https://www.jccs.gov/olvr/bta_olvr_reg_guide_faqs.aspx. Offerors may have a pending account at the time of proposal submission. However, in order to be eligible for award,all offerors (prime and sub-contractors) shall be APPROVED in JCCS at time of award. In addition, all subcontractors at all tiers shall be registered in JCCS at the time of proposal and must be approved in JCCS at the time of award. A "subcontractor" is identified as any supplier, distributor, vendor, leaser or firm (company) that furnishes supplies or services to or for a prime contractor, or for another subcontractor.
