- Note: This Synopsis/Notice replaces all previous synopsis' for Solicitation SPE7LX18RX040. This procurement is for NSN: 1095-01-598-4471, knife, combat. This requirement is an acquisition for an Indefinite Delivery Indefinite Quantity (IDIQ) long-term contract (LTC) for one NSN, and is for DLA stock to support the continental United States (CONUS). This part is a commercial/ non-developmental/off-the-shelf item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government has reserved the right to approve sources and only the below sources have been approved. In addition, per the approved manufacturer parts list for this NSN in SAP (as received from the Defense Logistics Information Service), only the below sources have been identified as having the proper complete technical data and manufacturing expertise to supply the item to DLA and the using military services. Therefore, competition must be limited to offers supplying the product of the below sources. The approved sources are: Benchmade Knife Co., CAGE: 041N2, PN: 3300BK, Fiskars Brands, Inc. DBA Gerber, CAGE: 0RAU7, PN: 30-001651, DePaul Industries, CAGE: 8T676, PN: 4300FR. The estimated Annual Demand Quantity is 5158. Quantity ranges, if any, and delivery schedule will be noted on the RFQ. FOB and Inspection and Acceptance information will be listed in the RFP. The term will be a three-year base period with two, one-year options to be exercised at the discretion of the Government. The total duration (base plus option years) shall not exceed five years. Solicitation will be issued using FAR Part 12 procedures. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, and delivery. This is a 50% small business set-aside. Only the non-set-aside portion is initially solicited and competed and the solicitation clauses and other information will reflect only this reduced quantity. An award will first be made on the non-set-aside portion. The set-aside portion will then be negotiated with the lowest responsive small business concern who submitted an offer on this solicitation. The small business must agree to the price on the non-set-aside portion. If not, the set-aside portion is negotiated with the next low small business. This process continues until the entire set-aside quantity is awarded. The set-aside fails if no small business can meet the price on the non-set-aside portion. See FAR 19.502-3 (c) for information regarding partial set-aside procedure. The NAICS code is 332999 with a Small Business size standard of 750 employees. All offers shall be in the English language and in U.S. Dollars. The solicitation will be available approximately 11/1/2018, at https://dibbs.bsm.dla.mil/rfp. Hard copies are not available.
