Description
The Naval Sea Systems Command (NAVSEA), on behalf of the Support Ships, Boats and Craft Program Office (PMS 325), intends to issue a small business set-aside competitive Request for Proposal (RFP) (N00024-19-R-2205), for the procurement of one (1) existing Offshore Supply Vessel (OSV) and conversion into an AUTEC Range Support Vessel (ARSV). The ARSV will perform ocean engineering and range support in the areas of Remotely Operated Vehicle/Unmanned Underwater Vehicle/Autonomous Underwater Vehicle (ROV/UUV/AUV) launch and recovery and Deep Ocean mooring installation and maintenance. The vessel will be operated for multiple days at sea which will permit researchers onboard to remain on station at remote locations for multiple days to collect data, deploy scientific equipment, and perform scientific calculations. AUTEC's current vessel, the RANGE ROVER, is over 30 years old and is a converted, commercial OSV. The Navy's intention is to replace the RANGE ROVER and award a contract to procure and convert a used OSV and deliver the completed vessel to the Government. Market research has indicated suitable existing hulls for conversion are available. The solicitation will target existing hulls no more than twelve years old. It is the Navy's intent to award a firm-fixed price contract for performance of this requirement. The planned date for release of the RFP is in 1st Quarter FY19. The planned date for award of the contract is 3rd Quarter FY 2019. This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No comments, questions, or inquiries shall be made to any Government person other than the points of contact identified in this synopsis.
