Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Bridget Broomfield) for receipt by close of business (2 p.m. local Denver time) on November 8, 2018: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $2 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA FLAP 337(1) Wolfsen Road project in which you performed (as the prime contractor) staking, quality control testing, erosion control items roadway aggregate, asphalt pavement sign replacements, pavement markings and temporary traffic control items. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. Project Details: CA FLAP MER CR337(1) The proposed project is to rehabilitate Wolfsen Road (Local Route R337). Wolfsen Road provides the primary access to the San Luis National Wildlife Refuge, two California Department of Fish and Wildlife (CDFW) wildlife areas, and private agricultural land. The project is located in Merced County approximately 6.4 miles north of Los Banos, California. Wolfsen road may be closed to the public between June 1st and August 31st with some restrictions. There are environmental restrictions on work activities between specific dates, time of day, and weather conditions. Schedule A consists of 2.21 miles of pavement rehabilitation, asphalt surfacing, and ditch grading in a parking lot. Three access points will be paved in the parking lot. Principal work under schedule A includes contractor staking and quality control testing, erosion control items, roadway aggregate (4000 tons), asphalt pavement (5000 tons), sign replacements, pavement markings, and temporary traffic control items. Option X consists of 0.29 miles of paving a previously unpaved road and Visitor Center parking lot within the Wildlife Refuge. Principal work under Option X includes contractor staking and quality control testing, roadway reconditioning, asphalt paving (1700 tons), pavement markings, and temporary traffic control items. It is anticipated this project will be advertised in late 2018 and be under construction in the spring of 2019. The project has an estimated completion date of August 31, 2019. Estimated cost for this project is between $1 million to $2 million.
