- AMENDMENT 0001 DESCRIPTION The purpose of this amendment is twofold: 1. To notify potential offerors of an ambiguity in Solicitation W52P1J18R0129 regarding the distance required for villas location with regards to the NSA Bahrain perimeter. Paragraph 4.2 of subject solicitation incorrectly stated the maximum number of feet that the proposed villas could be located.Paragraph 4.2 is corrected as follows: From: "4.2 Location of Performance: The performance for this requirement is in the Juffair area of the Kingdom of Bahrain. The villas shall be located east of Avenue 22 and no more than 1,000 feet from the perimeter of the Naval Support Activity (NSA) Bahrain." To: "4.2 Location of Performance: The performance for this requirement is in the Juffair area of the Kingdom of Bahrain. The villas shall be located east of Avenue 22 and no more than 3,300 from the perimeter of the Naval Support Activity (NSA) Bahrain." 2. Provide instructions on responding to this amendment as follows: i. If your company DID NOT PROVIDE A QUOTE and this ambiguity prevented you from providing one, please notify via email the following Points of Contact (POC) not later than 12:00 PM Central Time, Monday, 15 October 2018, stating that your company would like to submit a quote: + Ms. Stacey A. Re-open the solicitation and extend the closing date to 07 November 2018, 01:00 PM CST. 2. Update the Performance Work Statement (PWS); added subparagraph 3.1 regarding municipal tax and updated paragraph 5 regarding the periods of performance for the base and option years. 3. Incorporate the Value Added Tax (VAT) at 5% effective 01 January 2019. See PWS subparagraph 3.1 for additional information. 4. Update the Instructions to Offerors to provide further clarification in Section A below. 5. Update the Evaluation Criteria Language in Provision 52.212-2. 6. Add Wide Area Work Flow Clause 252.232-7006. 7. All other terms and conditions remain unchanged and in full effect. 8. This solicitation will be for a single firm fixed price type contract with four option years. This solicitation is full and open competition with no set aside restrictions. Solicitation Release Date: 28 Aug 2018 Response Date: 26 Sep 2018 The Contractor will provide four three-bedroom villas, and all required maintenance to be included with the monthly rental invoice amount. All services on the anticipated contract will be provided from a centrally located facility. All four villas shall be located in Bahrain, within Juffair area, east of Avenue 22 only, no more than 3300 feet from the perimeter of the Naval Support Activity (NSA) Bahrain. The components of this lodging accommodations service are maintenance, utilities, replenishment of basic household supplies, and appliances for use in the villas. All services and expenses are included in the fixed-price monthly rent. The maintenance component of this service is managed by the contractor and requires "preventative, scheduled, and unscheduled maintenance for all housing units leased," including emergency maintenance. The contractor shall furnish all of the services, personnel, labor, facilities, materials, supplies, and equipment to accomplish required tasks. This solicitation will be issued electronically in accordance with FAR 4.502, therefore, hardcopies will not be provided. Vendors wishing to obtain an electronic copy may download it on or after the solicitation issue date by accessing the Federal Business Opportunities webpage at https://www.fbo.gov/. All dates in this announcement are estimates and are subject to change. Note: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list.
