- Description
- The U.S. Army Contracting Command- New Jersey, located at Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Maneuver Ammunition Systems (PM MAS),is seeking proposals for the 40mm High Velocity (HV) High Explosive Dual Purpose Airburst (HEDP-AB) XM1176 Cartridge. The HV HEDP-AB will provide the gunner with a munition that is able to engage targets in the open and defilade position while still having the capability to penetrate lightly armored vehicles. The 40mm HV XM1176 is intended to be fired from Mk19 Grenade Machine Guns (GMG) that are currently used for the Army close combat forces and sustainment units. The XM1176 is a high velocity (HV) round that will contain a cartridge case with a propellant charge, warhead, and fuze that is capable of functioning in both Airburst (AB) and Point Detonation (PD) modes. A Programming Unit (PU) shall be utilized to enable the 40mm HV XM1176 to airburst at a designated range. The PU shall act as a standalone programmer and have the ability to receive ranges from a Fire Control System (FCS). Acquisition Approach: In accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-3, this acquisition is restricted to the United States and Canada for Explosives, Explosively Loaded Components and Cartridge Load, Assemble and Pack (LAP) for Low Rate Initial Production (LRIP) and Full Rate Production (FRP). The acquisition will utilize full and open competition (F&OC) and Best Value/SubjectiveTrade-Off procedures. This acquisition will consist of a competitive Engineering and Manufacturing Developmen(EMD) phase to include Design Engineering Tests 1 and 2 with up to two (2) awards made and a downselect to one (1) contractor for Developmental Test and Evaluation (DT&E), LRIP1, LRIP2, and Production. The contract type will be Cost Plus Fixed Fee (CPFF) for EMD. The LRIP1, LRIP2, and FRP options will be Firm Fixed Price (FFP). The period of performance for the entire contract will be 72 months. This includes thirty-three (33) months of EMD, twenty-seven (27) months for LRIP1 and LRIP2, and twelve (12) months for FRP. Please refer to the RFP and other attachments for additional information.
