- The Space and Naval Warfare Systems Command (SPAWAR), in support of Program Executive Office Submarines (PEO SUB), Maritime Surveillance Systems (MSS) Program Office (PMS 485), under the authority of 10 U.S.C 2304 (c)(1), intends to award a sole source contract for Surveillance Towed Array Sensor System (SURTASS) Twin Line-29A (TL-29A) production and refurbishment to Lockheed Martin Rotary and Mission Systems located at 497 Electronics Parkway Building 5, Liverpool, NY 13088. The contract period of performance is anticipated to be a Base Period of one year, plus four Option Years and is to be awarded in the fourth quarter of fiscal year 2019. Specifically required are the procurement of up to sixteen (16) TL-29A arrays, five (5) TL-29A refurbishments, Provisioned Items Orders (PIOs) for spares, and engineering support services and material for module repairs. Lockheed Martin is the original equipment manufacturer of the TL-29A arrays and current developer and producer of these systems for the Department of the Navy. Lockheed Martin is the only company currently possessing the unique expertise and specialized knowledge to produce TL-29A arrays and module assemblies, refurbish TL-29A towed array assemblies, and provide associated TL-29A engineering services and spares. Due to their requisite knowledge, technical expertise, specialized facilities, and proprietary processes for the TL-29A arrays, Lockheed Martin of Liverpool, New York is the only contractor that can produce, integrate, and test the assemblies, modules, and towed array systems for PMS 485. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any company believing that they can fulfill the requirement of providing this hardware and services may be considered by the Agency. Interested parties shall identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly demonstrate their ability to successfully fulfill the above requirements. The Government reserves the right not to respond to any expressions of interest received after 15 calendar days from the date of this publication; such expressions will be considered late.
