Description
PURPOSE: This is a Request for Information (RFI) for the purpose of soliciting industry feedback. Responses to this announcement will be used for informational purposes only in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) policy 3.2.1.2.1, Market Analysis. The information will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This is not a Screening Information Request or Request for Proposal. BACKGROUND: At the end of Air Traffic Control (ATC) training at the FAA Academy, students are given Performance Assessments. This provides the students the ability to demonstrate their comprehension of all applicable rules and regulations they have been applying during their training. The FAA identified a need to record ATC Training Performance Assessments utilizing three recording options (DVI Digital, DVI Analog, and VGA) for the purposes of playback. The required solution will capture/record/synchronize/replay the following from training simulations and/or scenarios: Student ™s radar video monitor/scope Tower Simulation System (TSS) video panels Audio between the student and remote pilot operators (RPOs), and Keystrokes entered by the student and the RPOs The required solution would also record and replay student assessments in three parts: 1. Capture/record video, audio, and keystrokes (if applicable). a. Record both student and Remote Pilot Operators (RPOs): i. Estimated @ 2448 Performance Assessments annually for Tower ii. Estimated @ 3078 Performance Assessments annually for En Route iii. Estimated @ 1260 Performance Assessments annually for Terminal 2. Send to recording station to house and store recordings a. Store video and audio feeds for all Performance Assessments until (TBD) 3. Replay student Performance Assessment a. Replay Performance Assessments on simulation system used for assessment. b. Evaluators debrief students on their assessment using the replay to verify scoring. SCOPE: The scope of this effort includes the hardware/software solution, installation of the hardware/software solution to the appropriate ATC systems, testing, implementation, training FAA staff on how to use, maintain, and troubleshoot the equipment/software, post implementation technical support and training, and data storage. PRELIMINARY REQUIREMENTS: The FAA ™s required solution must: Provide the capability to record data Provide the capability to store data for a set period of time (TBD) Provide the capability to retrieve data Provide the capability to play back data on the simulation system used for assessment Provide the capability to duplicate data Provide the capability to erase data During playback, provide the capability to advance an authorized user-selectable rate Provide the capability of Fast Forward and Rewind Provide the capability to go to a specific time within the selected audio/video playback Provide the capability to pause the playback Provide the capability to resume playback at the same position in the recording after the pause feature is deselected Provide the capability to stop a playback Provide each workstation the capability to route recorder audio and video to audio/video selected output devices Provide site-configurable visual malfunction alerts Provide site-configurable audible malfunction alarms SUBMISSION REQUIREMENTS: The FAA requests responses to the questions contained in Attachment 1, FAA Academy Audio/Video/Keystroke Record/Playback Project RFI. Responses must be submitted by e-mail no later than 5:00 P.M. Eastern Time on November 9, 2018. Responses to this RFI must be in writing, must include respondent point of contact information including name, telephone number, e-mail address, and mailing address, and must not exceed 10 pages. Information from vendor submissions may be used in future acquisition activities on a non-vendor specific basis. Submit responses to: Wanda J. Mundy Contracting Officer Email: wanda.mundy@faa.gov This announcement is for information and planning purposes only, and the FAA is not seeking or accepting unsolicited proposals. The purpose of this RFI is to obtain pertinent information to assist in the pre-acquisition stage. This RFI must not be construed as an obligation on the part of the FAA to acquire these items. Since this is not a Screening Information Request or Request for Proposal, no results will be issued to the responding firms. No solicitation for these items exists at this time. If a solicitation is issued, it will be announced on the FAA Contract Opportunities website. It is the vendor ™s responsibility to monitor the website for release of the solicitation. The FAA will not be liable for any costs associated with the preparation of responses to this RFI, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Any costs associated with the RFI submissions will be solely at the interested party ™s expense. The FAA may request that one, some, all, or none of the respondents to the Request for Information provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA.
