Description
Purchase Description for Compressors REQUEST FOR INFORMATION The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) is seeking the procurement of two-wheeled, trailer-mounted, diesel-driven, portable air compressors. The Government is contemplating a contract with a period of performance consisting of a one-year basic and four one-year options. The Government anticipates an estimated delivery quantity of 45 air compressors per year. Please see the Draft Purchase Description (PD). The Draft PD describes only the currently contemplated salient performance characteristics and may vary from any possible final PD that may be developed. This Request For Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue a RFP/RFQ in the future. The Government is not at this time seeking proposals/quotations and will not accept unsolicited proposals/quotations. Do not submit pricing information in response to this RFI. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Please be advised that your participation in this RFI is not required to ensure participation in future solicitations and contract awards. Participation in this RFI is voluntary. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. FAR 52.215-3 - Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although “proposal” and “offeror” may be used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of Market Research and Acquisition Planning. Part I. Capability Survey Questions Responses are due no later than 05 Nov 2018, 12:00 PM EDT. Responses shall be limited to no more than 5 pages and submitted via e-mail only to Misty Fariss at Misty.Fariss@gsa.gov. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All information received in response to this RFI marked “Proprietary” will be protected and handled accordingly. Responses to the RFI will not be returned. Please review the Draft PD and questions below and provide responses/information accordingly: 1. Provide company literature or other such documentation that verifies that your company offers an air compressor that can satisfy ALL the salient characteristics listed in the Draft PD. 2. Provide verify that the following delivery schedule is reasonable/achievable in relation to the delivery of an estimated quantity of 45 air compressors per year. “ Required delivery to all locations shall be at a minimum rate of 5 air compressors per month, beginning no later than 120 days after receipt of the first order, and beginning 90 days after receipt of any subsequent order issued under the BPA also at a minimum rate of 5 air compressors per month.” 3. Questions Questions regarding this RFI shall be submitted in writing by e-mail to Misty Fariss at Misty.Fariss@gsa.gov. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 30 Oct 2018 will be answered. Part IV. Summary This is a RFI only to identify sources and to gather information for planning purposes. The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the products discussed and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
