Description
It is the intent of the National Library of Medicine on behalf of the Center for Information Technology to extend the services currently being provided by Tech Site Solutions under purchase order number HHSN276201500228P entitled "Data Center Support Services". This extension is for a six (6) month period with two (2) successive three (3) month option periods in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Tech Site Solutions has the knowledge, expertise and experience to provide a continuation of existing services without an interruption of the NIH Data Center support which includes electrical infrastructure design, maintenance and installation services for the Facilities/Infrastructure Services (FIS), Center for Information Technology (CIT), National Institutes of Health (NIH). The additional services include: (1) Purchase Order Management; (2) Power Systems Support; (3) Mechanical System Support; (4) Data Center Environmental Monitoring, Technical Services and Support; (5) Site Assessments and Risk Analysis; (6) Operations, Maintenance and Integration services; (7) 24x7 Equipment Monitoring; (8) Data Center Cleaning; (9) Thermo Graphic Infrared Scan; (10) Clean Agent Fire Extinguisher Inspection; (11) Coordination of Maintenance for Continuous Power System (Rotary UPS); (12) Construction Maintenance and Alterations; (13) Onsite Staffing; (14) Professional Analytical Support Services; (15) Phase-Out Plan; and (16) Electrical infrastructure design, maintenance and installation services. The services provided by Tech Site Solutions are required as a continuation of services until a competitive small business award can be procured. The new competitive requirement is anticipated to be awarded during the first quarter of fiscal year 2019. Although this is not a request for competitive quotes, companies interested in the responding to this notice must submit a capability statement demonstrating their capabilities of working in a facility of a similar size and type equivalent to the NIH facility. Capability statements must be submitted and received by Thursday, November 1, 2018 at 10:00 am. Written responses to this synopsis be submitted via email responses with the solicitation number in the subject line to Russell Reeves at reevesru@mail.nih.gov. This award is in accordance with Numbered Note 22 under a Basic Ordering Agreement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice replaces previously issued Special Notice Number NIHLM2018DataCenterRTR dated September 26, 2018.
