- Synopsis REQUEST FOR ISSUANCE OF SYNOPSIS IN FEDBIZOPPS DATE OF REQUEST: 26 OCTOBER 2018 TITLE OF PROJECT: Upgrade ALC to 7.0 and installation of Co2 Space Sensors, McDonald Army Health Center, Fort Eustis, VA SOLICITATION NUMBER: W91278-19-L-0004 RESPONSE DUE DATE: 19 November 2018 or sooner CONTRACT SPECIALIST: Terry Herbert CONTRACTING OFFICER: Kimberly Brackett DESCRIPTION OF WORK: This is a Notice of Intent for the upgrade ALC program to 7.0 and installation of new Co2 Space Sensors in Bldg. 502, McDonald Army Health Center, Fort Eustis, VA. The Mobile District, U.S. Army Corps of Engineers intends to solicit and negotiate with only one source under the authority of FAR 6.302 with THERMO-TROL SYSTEMS, 569 VIKING DRIVE, VIRGINIA BEACH, VA 23454 as a vendor of providing the propriety Building Automation System (BAS) software, materials, and services. The NIACS CODE FOR THIS PROCUREMENT IS 236220. The following types of services are required: Furnish, install and upgrade current Automated Logic program from 6.0 to 7.0 in Bldg. 502. Provide and install two Co2 Space sensors in building 502. Provide technician labor to program, setup, and confirm sequence of operation. Provide all wire, conduit and cabling and installation labor. This office believes that only one source, THERMO-TROL SYSTEMS, can provide all of the above required support. If any responsible source other than THERMO-TROL SYSTEMS can fulfill all of the above requirements, written notification and supporting documentation may be submitted via e-mail to terry.l.herbert@usace.army.mil. The e-mail subject line for each response should include "RESPONSE TO NOTICE FOR: Upgrade ALC to 7.0 and Installation of Co2 Sensors - McDonald Army Health Center, Fort Eustis, VA". To be considered a viable source, documentation must clearly demonstrate: (1) Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses, (2) Supporting documentation that meets or exceeds the above stated required types of services. (3) Past experience in installation, program, and setup of Automated Logic program. (4) Freedom from actual or potential conflict-of-interest. If no affirmative written documentation is received within 15 days of this synopsis, the Mobile District Corps of Engineers will proceed with THERMO-TROL SYSTEMS, as the required vendor for use by our prime contractors. The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of nine months from the date of publication of this notice. A solicitation is not available.
