Request for Information (RFI) RFI-JLD- Standard Medical Vehicle Kit -2018 1.0 RFI TITLE: Standard Vehicle Medical Kit 2.0 AGENCY: United States Army Medical Research and Materiel Command 3.0 OFFICE: The U.S. Army Medical Materiel Development Activity 4.0 LOCATION: Fort Detrick, Maryland 5.0 SUBJECT: The Medical Support Systems & Evacuation Project Management Office- (MSSE PMO) of the U.S. Army Medical Material Development Activity (USAMMDA) is conducting market research to determine whether a commercial system is available to meet the requirements for a standardized vehicle medical kit (SVMK) to be used on air and ground platforms by United States Army Forces Command (FORSCOM) to resupply Improved First Aid Kits (IFAKs) and Combat Life Saver (CLC) bags. This market research may also assist with the further development and/or refinement of the requirements. 6.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP, as well as those regarding the nature of the services to be performed under the in-place patient decontamination initiative will not be entertained. 7.0 DESCRIPTION: The Medical Support Systems & Evacuation Project Management Office is the current product manager for the Standard Vehicle Medical Kit (SVMK) for FORSCOM units. The updated SVMK is used to resupply Improved First Aid Kits (IFAK) and Combat Life Saver (CLS) bags by being on platforms in combat formations and readily available for re-supply. The main components fall into five main areas of re-supply, hemorrhage control, airway compromise, hypothermia, fracture stabilization and litter transport. This RFI is investigating the possibility of finding vendors to provide a SVMK that meets Army CORP unit's requirements for re-supply while providing a quad-fold litter that can pass safe to fly requirements. There will be two kits, one for ground forces and one for air aviation brigades. The air aviation brigades will be supplied with a kit that resupplies 2 IFAKs based on FORSCOM requirements. Essential Characteristics would be a part of any new procurement and would be presented if an RFP were to be issued to the general public. 8.0 REQUIREMENTS: Materials The SVMK will be a Commercial Off the Shelf (COTs) buy to include COTs components that meet the FORSCOM CORPS requirements. If a device is ready for commercialization, it will be allowed for consideration, as long as it can pass requirements. Function The SVMK will provide re-supply for IFAKs and CLS bags, as well as hemorrhage control, airway compromise, hypothermia, fracture stabilization and litter transport using a quad-fold litter that can provide evacuation of patients. Design The objective is to provide a single SVMK with one lot number with a "Just in time" 5 year shelf life. This means that the kit will have items in the kit that have a five year shelf life, but by the time they ship and arrive at the distant receiving unit, they will have a four year and six months life left on the items. The kit will include the COTS items that resupply 4 IFAKs as directed by FORSCOM unit Surgeons, or equivalent items. The kit will be a 4 bag integrated set. Two Combat IFAK resupply bags with 2 IFAK resupply kits in each bag including a first responder blanket to treat shock and hypothermia, one bag for a quad-fold litter, one bag for FoxTrot litter, and a universal extrication pry bar tool. The bags will be required to be connected to each other but allow for disconnection and use individually. The quad-fold litter will work on all ground, rotary- and fixed-winged aircraft, and will be able to meet "safe-to-fly" testing. The quad-fold litter should stow by itself in a maximum of 21"x8"x12" for minimizing volume space claim on platforms. The other bags should connect to the quad-fold bag since it will be the largest bag of the set. If this RFI should become a Request for Proposal, the Contractor that wins this solicitation shall provide a Finite Elemental Analyses (FEA) on the litter for the Government to submit to obtain safe-to-fly certification by the U.S. Air Force (USAF). Currently, the only litter that passes safe-to-fly on fixed-winged aircraft, and also works for current ground and rotary-winged aircraft, is the Ability One 6530-01-380-7309 Department of Defense Litter. As long as a quad-fold litter can meet or exceed the same design constraints as the 6530-01-380-7309, it should pass safe-to-fly testing. The litter should also shorten to 78" in deployed mode for fitting width wise in some Army vehicles. The current static loading requirement for the 7309 litter is 1600 lbs at the stirrups. The handles are also a constraint for proper securing the patient to all existing litter holding systems. The current diameter of the handles on the 7309 litter work for all platforms. A way to secure the litter to a platform during CASEVAC should also be detailed in any proposal, such as tie down straps. In addition, we are looking for patient litter straps that provide better stability to the patient and minimizes the forward and rearward directions of movement of the patient during transport. The litter strap should have a quick release-disconnect buckle under patient loading (350 lbs) at under 15 lbs of hand pressure without a strap cutter. This litter strap approach should work over the shoulders and legs for better restraint of the patient. These straps should be semi-integrated to the litter to save time for deploying. The litter strap should be able to be removable from the litter and also work with a spine board when needed. The litter and litter strap has to work with the current wheeled litter carrier, litter backrest, as well as all the platforms outlined below: The quad-fold litter and litter straps shall be compatible with the following platforms: UH-60 Carousel and Floor M model BlackHawk MEDEVAC Standard BlackHawk Floor CH-47 Floor and Litter mounts Bk117 C-2 (Lakota) M-1133 Stryker Medical Evacuation Vehicle (MEV) M997/M996 High Mobility Multipurpose Wheeled Vehicle (HMMWV) M113A3 (RISE) Armored Personal Carrier (APC) Armored Multi-Purpose Vehicle (AMPV) Evacuation and Treatment Variants C-130, C-17, PSP, KC-10, KC-135, C-21, C-5, C-27, UH-1, CH-47, V-22 MaxxPro Long Wheel Base Ambulance Critical Care Platform System NSN: 6530-01-500-1989 Litter Back Rest NSN: 6530-00-299-8353 Wheeled Litter Carrier NSN: 6530-01-220-7186 and 6530-01-591-9636 Spine board: 6530-01-490-2487 New guidelines provide splint training for all soldiers. A low profile splint that fits in the current IFAK GEN I and II Army bags will also be considered for this kit. It has to fold up to fit inside the bags with current contents and be able to splint extremities with tape and act as a pelvic binder. The aviation kit will simply be 2 IFAK resupply kits based on FORSCOM requirements. Please provide detailed approach in writing for solving this requirement. This will have to include the main areas defined in the "Design" section of this RFI. A white paper in PDF format detailing how your company can meet this requirement. Manuals and Training The SVMK should come with a contents guide and a read for instruction guide for the litter, straps, and all other parts that make up the kit. Training must meet the requirements outlined in 29 CFR 1910.120 to certify the participants as Hazardous Waste and Operations (HAZWOPER) First Responders at the awareness and operations levels. The Government encourages creativity and innovation in responses to this RFI. The purpose of this RFI is to gather information about commercially available products that meet the requirements enumerated above. 9.0 Entities interested in submitting a response must furnish a white paper addressing the above capability (maximum of five pages, not including cover page, index or list of references). The subject header of the email for submission of questions and/or the RFI response shall be: USAMRMC/ Standard Vehicle Medical Kit. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately.
