Description
Sources Sought Bidder Information Form Sources sought 24 October 2018 DLA Remove Excess Water Line This is a Sources sought notice only; it is not a request for competitive proposals. There is no solicitation, specifications, and/or drawings available at this time. This Sources sought Notice is for informational purposes only to determine the interest and availability of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this sources sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this sources sought notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 237110. PROJECT DESCRIPTION: Currently there is an initiative at DLA to repurpose these large open and vacant areas for use by other United States Government and the Commonwealth of Virginia Agencies. During the deconstruction of the warehouses the supporting utility supply mains (water, dedicated fire water lines, sanitary sewer, sanitary force mains and natural gas mains) were cut and capped and left in place. This project will remove the no longer utilized supply mains as well as individual service laterals to the maximum extent possible. Valve boxes, vaults, fire hydrants, valves (water and natural gas), sanitary manholes, clean outs and all attendant concrete appurtenances shall be removed in totality and the remaining open trench and excavated utility appurtenance voids shall be backfilled with excavation material supplemented with approved source clean compacted backfill material to bring excavation to grade and topped with a layer of fertile topsoil, fertilized and seeded. The Contracting Officer has classified this requirement as Commercial and Institutional Building Construction - North American Industry Classification System (NAICS) code 237110. The small business size standard is $36.5 million. The order of magnitude for this effort is estimated between $1,000,000.00 and $5,000,000.00. Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this source sought. REQUESTED INFORMATION: Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested capable, qualified and responsive SMALL BUSINESS Prime Contractors are encouraged to reply to this sources sought announcement. Since this notice is being used to assess the extent of firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts: Interested sources shall submit to the Contract Specialist Jonathan Parrish the following information: 1) Provide a copy of the attach form called "Sources sought Bidder Information" This form is used to track the company name, address, phone number, point-of-contact, cage code and DUNS number. The government uses this information to verify your business status as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Failure to provide this form will be indication of not interested in participating in market research. 2) Please provide separate document, no longer than five (5) pages, that indicates the primary nature of your business, with supporting NAIC Codes, and narrative that demonstrates experience in a similar type of work as described in Project Description listed above. Failure to provide this document will be indication of not interested in participating in market research. 3) Provide two (2) or three (3) examples of successful projects similar to requirements described in the project description above, that have been accomplished within the past five (5) years. No more than two (2) pages per project. Please demonstrate five (5) continuous years of successfully accomplishing this type of work at a similar contract value, in a similar type of location. If a specialty sub-contractor is used, the sub-contractor shall also provide work examples and experience. All submitters shall include point of contact information for work examples provided, and past performance on the projects, so that verification can take place. Submitters with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Failure to provide examples will be indication of not interested in participating in market research. 4) Please provide a one page write up on major risks you anticipate to completing this job in a timely fashion and how your firm would overcome these risks. This is optional and not required for market research; however, it is highly encourage. NOTE: The Government reviews System of Award Management (SAM) on all contractors that respond to Sources sought. All contractors must be registered in SAM at time of contract award. Please go to SAM and ensure your profile is up-to-date: https://www.sam.gov/portal/public/SAM. It is, also, highly encourage that contractors update their SBA Profile, as well, with their current information. NOTE: In order to maintain total objectivity in the Market Research, phone calls and e-mails to discuss this announcement are discouraged unless absolutely necessary. If a question is presented to the Contracting Officer, Dianne Grimes, it will be at the Contracting Officer's discretion to respond. Personal visits for the purpose of discussing this announcement will not be scheduled.
