- Culinary Arts Management/Training Culinary Arts Management/Training 1. GENERAL: This is a non-personnel service contract to provide Advanced Culinary Arts Training. The Government shall not exercise any supervision or control over the contractor / service providers performing the services herein. The contractor shall be accountable solely responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all supervision necessary to perform the Advanced Culinary Arts Training as defined in this PWS except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. 1.2 Background: The United States Army Pacific Commander, has directed the 8TSC to implement a year-round Advanced Culinary Arts Program for Hawaii based military Soldiers. The government Culinary Arts Program offered at Fort Lee, Virginia is a 5-week course that is geared towards Soldiers entering into the "Enlisted Aide" program and currently has a wait list. The cost of traveling to CONUS in order to attend a formal 3-week program is currently not in our budget however, bringing a qualified Chef Instructor to Hawaii saves valuable time and money. Due to the success of the Culinary Arts Team, the team has qualified to compete in the Villeroy & Boch Culinary World Cup. The World Cup will require four (4) weeks of training leading up to the competition date. 1.3 Objectives: See attached 2-Week Program of Instruction (POI). (The POI will be provided to all vendors that are interested in building a Quote for this requirment by request.) a. Conduct "Train-the-Trainer" course for the instructors b. Serve as the Army's primary coach/advisor for the 2019 Joint Hawaii Culinary Arts Team c. Serve as the Army's primary coach/advisor for the 2018 Villeroy & Boch Culinary World Cup in Luxembourg City, Luxembourg. d. Serve as primary coach/advisor for the 2019 National Student Skills Team Hawaii e. Provide instructions/training to twelve (12) members of the 2019 Joint Hawaii Culinary Arts Team for eighteen (18) weeks/80 hours as stated below. This training will start NLT 05 NOV 2018. The dates below may change as determined by the government Point of Contact (POC) OIC/NCOIC. 05 Nov 2018- 16 Nov 2018 (Schofield Barracks, Hawaii) 17 Nov 2018- 30 Nov 2018 (Luxembourg City, Luxembourg) 03 Dec 2018- 14 Dec 2018 (Schofield Barracks, Hawaii) 07 Jan 2019- 02 Feb 2019 (Schofield Barracks, Hawaii) 04 Mar 2019- 15 Mar 2019 (Fort Lee, Virginia) 17 Jun 2019- 29 Jun 2019 (Schofield Barracks, Hawaii) 29 Jul 2019- 09 Aug 2019 (Orlando, Florida) 1.4 Scope: See attached 2-week POI. The contractor shall accomplish training the instructors on task associated with the 2-week POI. The contractor shall accomplish tasks in the 2-week POI which involves training twelve (12) students in areas of advanced culinary arts. The contractor shall serve as the primary coach/advisor for the 2019 Joint Hawaii Culinary Arts Team. (The POI will be provided to all vendors that are interested in building a Quote for this requirment by request.) 1.5 General Information 1.5.1 Quality Control: The contractor shall maintain quality control to ensure services are performed in accordance with this PWS. The contractor shall identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control is the means by which he assures himself that his work complies with the requirement of the contract. The contractor will instruct the three (3) assistant instructors and twelve (12) students evaluating them as a group and individually with an "End of Day" and "End of Training" meal preparation that will be judged to certify the instruction was understood and applied during practical exercises. 1.5.2 Quality Assurance: The government will evaluate the contractor's performance under this contract. The quality assurance is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. 1.5.3 Recognized Holidays: The Contractor will be not be required to work on the below federal holidays. New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.5.4 Hours of Operation: The contractor is responsible for conducting business, between the hours 7:00 am to 7:00 pm Monday thru Saturday, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.5.5 Place of Performance: The work will be performed at the F-Quad Culinary Arts Training Center (BLDG 650) on Schofield Barracks, HI which is a government furnished facility, a training lab in Luxembourg and a training lab in Orlando, FL. The breakdown is provided below: 05 Nov 2018- 16 Nov 2018 (Schofield Barracks, Hawaii) 17 Nov 2018- 30 Nov 2018 (Luxembourg City, Luxembourg) 03 Dec 2018- 14 Dec 2018 (Schofield Barracks, Hawaii) 07 Jan 2019- 02 Feb 2019 (Schofield Barracks, Hawaii) 04 Mar 2019- 15 Mar 2019 (Fort Lee, Virginia) 17 Jun 2019- 29 Jun 2019 (Schofield Barracks, Hawaii) 29 Jul 2019- 09 Aug 2019 (Orlando, Florida) 1.5.6 Contractor Qualifications: a. Must have a working knowledge of the military Department of the Army (DA) level annual Military Culinary Arts Competitive Training Event (MCACTE) at Fort Lee, Virginia. b. Must be a current American Culinary Federation (ACF) certified judge. c. Must have competed at the International level in ACF competitions. d. Must have served as a Student Skills Team captain in at least (2) ACF events at the national competition level. e. Must be at the minimum, a current Certified Executive Chef (CEC) with the ACF. f. Must be recognized by the ACF as an American Academy of Chefs (AAC) member which recognizes the contractor as an educator. g. Must be certified and hold a current standing as a World Association of Chef Societies (WACS) judge to ensure globally standardized training is being conducted. 1.5.7 Contractor Travel: Contractor will be required to travel to and from Honolulu, Hawaii; Fort Lee, Virginia; Orlando, Florida; Luxembourg City, Luxembourg. These cities are located both CONUS and OCONUS during the performance of this contract to attend meetings and conferences. The contractor may be required to travel to off-site training locations and may have to ship training aids to these locations in support of this PWS. All travel requires Government approval/authorization and notification to the COR. Must be able to speak fluent in the English language. GENERAL INFORMATION
