Attached you will find two Requests for Proposals: 1) Unrestricted. Any business regardless of size can submit a Proposal under this requirement. Large businesses will be required to submit a Small Business Subcontracting Plan (further details herein). 2) Small Business Set Aside. All small businesses are encouraged to propose. Please be advised as a Small Business prime, the firm must perform 51% of the effort being solicited. Procurement key points: The NAICS Code is 541513 with a business size standard of $27.5M. Questions for this requirement are due on October 31, 2018 at 11:59pm. Questions should be submitted to EITSS_Competition@dot.gov. Responses will be posted no later than 14 days after receipt of questions. Please use the following subject lines when submitting questions: “Questions: Unrestricted EITSS RFP” and “Questions: Small Business EITSS RFP” T o avoid any system issues and missed proposals, Proposals will be collected on December 7, 2018 between the hours of 10am to 3pm in the lobby of the DOT Headquarters located at 1200 New Jersey Avenue SE, Washington, D.C. 20590. Proposals will be accepted IN PERSON ONLY. No email submissions will be accepted. The Offeror shall submit ten (10) thumb drives with their proposals in an enclosed envelope that will also include a document with the Offeror name and preferred point of contact. The envelopes will be provided to the Government Contract Specialists seated in the DOT Headquarters lobby. P lease be advised that each Offeror shall provide a business card when submitting proposals to be cross referenced with the sign in sheet.
